What the Heck does this Government Type mean exactly?
It means you have a single leader that acts kind of like a father. He (or she) will let your citizens do what they want for the most part, but there are rules, and punishments can be severe if they break them. It's like a benevolent dictatorship, but your leader asserts a little more authority than a "benevolent" dictator. Not a bad thing by any means. We were a Father Knows Best State for a very long time before free elections were allowed.
It's a UN catagory, where you have an OK amount of economic and civil rights, but not a lot of political ones
In a nutshell, Zachnia's got it. I think my description is better though...
a Historical Example could be seen as the Pope (sort of, and no offense to any Catholics). He is a peaceful person, but if you mess up, he can also excommunicate you.
