VERACRUZ, AZTEC NATIONAL LEAGUE
Today, the Soviet Congress has amended the Communist Charter. The High Chief has ratified the revamped charter and iti will be put into effect immediatly. The charter is now more specific than it was previously and gives more legal protection of civil rights and more leeway to citizens, yet in some areas remained the same or became tougher on. The Congress passed this draft 357 votes for, 103 votes against, 4 undecided. The general population's opinion on the improved charter is positive, particularly the legalization of several civil rights. The following is the finalized version of the charter, minus the preamble.
THE COMMUNIST CHARTER OF THE AZTEC NATIONAL LEAGUE
DRAFTED: OCTOBER 11,2003
RATIFIED: OCTOBER 15,2003
AMENDED: DECEMBER 17,2003
Article I: Disolving of the Confederation and implementing a Soviet Republic:
As soon as this charter is ratified, the Articles of Confederation are null and void, effectly disolving the Confederacy. Immediatly after the confederation has been disolved, the new government shall be put into effect. The peso de confederato will be replaced by the new currency, the Aqua mica dolar.
Article II: The new powers of the Federal government:
The federal government will have almost limitless powers in controling the nation. The government will be handed over almost all state powers and will gain the power to control commerce, industry and development. The Federal government will also take full reponsibilties for education, healthcare and social wellfare. The military will also be controled by the Federal government.
Article III: Governmental Structure:
There will be four main bodies in the government, the Executive ministry, which consists of the High Chief and High Lord; the legislative ministry, which is the democratically elected parlament; the Supreme Court, also known as the Minstry of the Law; and the people of the ANL. The sub-groups are Ministry of Eduation, Public Health and Social Welfare, Ministry of War, Ministry of Peace (Diplomatic tool), Ministry of the Environment and the Ministry of Labor.
Article IV: Relations with other, non-communist countries:
We will continue peaceful diplomatic relationships with all nations. We will not force our idealologies onto any one and will try to maintain a peaceful existance.
Provisional rights:
1. The right to free speech, protest, press and religion is guarneteed to all naturalized residents of the ANL.
2. The right to vote is guarneteed to all citizens.2. The government does not have the right to snoop on it's citizens unless it is deemed neccicary to.
3. The government will not tell you how to live your personal life.
4. All citizens are eligable to vote by the time they are 16.
5. Unless in times of emergancy, the government will not draft people into the military.
6. Corporations will be tightly regulated, industry will be controled by the government and deveolpment will be done by the government also.
7. Immigration is open to all.
8. All citizens have the right to an free education, have universal healthcare, but are required to take advantage of these services.

AMENDMENT 1: THE BARRING OF FIREARMS TO CIVILANS...
It is hereby declared that all citizens who are not on-duty police officers or military personel are hereby barred from obtaing firearms. Should an citizen be found guilty of being in violation of this law, then they are liable to an fine and/or an prison sentence. Duration of the sentence depends on severity of the crime(s). This law shall remain in effect unless if and when this amendment is overturned.
AMENDMENT 2: THE BANNING OF WEAPONS OF MASS DESTRUCTION (WMDs) WITHIN ALL ANL SOVERIGN SOVIET TERRITORY...
It is hereby decleared that the Aztec National League is WMD free and that all programs that are designed to develop such weapons must cease immeadiatly. No programs to design WMDs shall be started againThis law shall remain in effect unless if and when this amendment is overturned.
AMENDMENT 3: THE PEOPLE'S RIGHT TO VOTE FOR SUPREME COURT JUSTICES...
It is hereby declared that the people have the right to vote for Supreme Court Justices should a neccisty to do so occur. The canidate that obtains the majority will be granted an life time appointment, yet is not immune from being removed from office.
AMENDMENT 4: TAX REFORMS...
It is hereby declared that people have the right to indicate where they want the majority of their money spent on their
yearly tax returns.
AMENDMENT 5: THE FREEDOM TO LIVE ACTS - LEGALIZING OF HOMOSEXUAL MARRIAGES, DIVORCE, EUTHANASIA (Passing of The Dying With Dignaty Bill) AND BOLSTERING OF LEGAL PROTECTIONS OF CIVILANS...
It is hereby declared that homosexual marrages, divorce, and euthanasia are legal and any violation of these right is a federal offence. Should these rights be violated, the government can and will file suit against the guilty party and such violantions are punishable by prison sentence. Duration of the sentence depends on severity of the crime(s). Also, the legal protection of citizens are expanded. Citizens can not be arrested with out a federal warrent, any private property of citizens also can not be searched without a proper warrent. Torture is hereby declared illegal and can not be used for extracting information with suspects and spies unless proper authorization is given. Even if authorization is given, there is an limited amount of what can be done.
AMENDMENT 6: THE RESTRICTION OF THE ADMINISTRATION OF THE DEATH PENALTY...
It is hereby declared that the death penatly will be restricted in the interest of human rights. The death penatly will only be used in the most serrious capital offences, in which these cases will be determined by the supreme court. All other offences are hereby unpunishable by the death penalty, in which the highest sentence availble is either life imprisonment or permanet exile.
AMENDMENT 7: THE RIGHTS OF WORKERS, LABOR UNIONS , SIGINING ON TO THE CACE ECONOMIC BRIDGE TRERATY...
It is hereby declared that all wokers are given certain rights, such as an living wage, universal public health care and education among others, these rights can not be violated by work managers. However, these rights are only given to people who are working or retired. Unemployed people may temporarily retain their coverage until they find an new term of employment. Children are considered dependants of their parents or the state, so they are automatically covered.
AMENDMENT 8: TERM LIMITS OF ELECTED OFFICALS....
Elected officals are hereby only allowed to serve an maximum of four consecutive terms in office. Each term is four years long and at the end of those four years, an election will take place. Unless special federal authorization is given, there are no exceptions to this rule.
AMENDMENT 9: REPLACING REMOVED OR KILLED OFFICALS...
Should an offical be removed or kill while in office, then it is up to the High Chief, High Lord and Chief Supreme Court Justice to nominate three canidates to act as an sucessor. Once the three canidates are selected, their names are submited to the Soviet Congress and Represenative Body. The canidate who gets the most endorsement from both houses will be selected as an sucessor to the former offical.
If there is no clear winner, such as one house vote differing from another, then the Supreme Court will vote for either canidate. If there is still no clear winner, then the High Chief and High Lord may choose to vote for an canidate. If they do not choose an canidate, then the entire process will begin again.
AMENDMENT 10: FORMATION OF NEW STATES, STATE SECESSION, EMMIGRATION LAWS...
Formation of new states: It is hereby declared that if the Aztec population of an area of land that is not already under the soverign control of an nation, then an election will take place to determine if the population want to join the Union. If the election is in favor of forming an new state, the territory will gain pre-state status, this will put it under military protection, yet for the most part, the territory government will have time to set up a new state constitution and make rules that are in complinance to Union laws. If the election goes against formation of an new state, then the territory will remain an territory, however, people will still be able to apply for the territory to become an state and infinte amount of times. If the territory is part of another soverign power, then the territory must vote to cede from it's original nation. After the state's sucessful ceding, the state will be annexed as soon as the diplomatic discourse between the ANL and the other nation is clear up.
State Secession: If an state decides to disolve all ties with the union, it will lose all benifits and consequences shared by all union states. This means no military, political or economic support. All political ties will be disolved and an build up of military presence will take place along the shared border of the defector state and the ANL. Should the defector state decide to re join the union, either the defector state's population will have to void secession via popular vote and pledge alliegance to the ANL or the Federal government will immediatly accept the state back into the union, depending on political, economic, social and international condtions.
Emmigration: Any person who emmigrates out of the ANL is considered an defector and is prohibited from re-entering ANL soverign territory. Should an defector be found, they will be arrested and immediatly deported back to the nation they defected too, unless that nation deported them. Should that be the case, the defector shall be held in prison indefinatly until an proper course of action can take place. Should an defector wish to become an ANL citizen again, then the defector will have to submit an application of citizenship to the Supreme Court. Once the case is there, the defector will be given an 3 month visa and will be allowed to testify his or her case to the Supreme Court. After discussing the issue, the Supreme Court will decide to allow or not to allow the defector citizen status.
