The United Peoples of Milesia’s Local Government division is interested in procuring (or contracting someone to design) non-lethal weaponry to arm our force of Guardians .

In the past we used low powered projectile weaponry but this causes an excessive amount of damage even when they don’t pierce the skin. We are preferably looking for energy weapons that disorientate or incapacitate the target, without causing any long-term damage.

These weapons should be similar in range and size to normal projectile weaponry as well as having a small, yet long term power source. If not a long term power source, one that is easily and quickly rechargeable within a normal building structure.

Price, within reason, is not an issue and if we are satisfied with the sample of weaponry, we will be placed several thousand on order in the short term, and many more in the longer term

We already have the design, they are small pistol sized guns, which fire two electrical contacts and give the victim a painfull, but non-leathal shock.
It would take us about a week to test it fully to asertain the damage it does and minimise lasting effects. It would then be another week before we could put it into mass production.

From you're point of view, I think it would be very usefull as anti-riot style weaponry because it would render the person helpless for a short space of time. Unfortunately it would require carrying ammunition with the guns, which don't take up much space and can be loaded into magazines of 30.
After about 2 1/2 weeks, you should have about 5000 on its way in shipping, if all goes to plan. In payment we would like $500,000 for the 5000 guns and 500 shots per gun. Also, we require 25 tons of iron ore for the prototype models.

We currently have two systems in use.

The first is a UV taser, which utalises a UV beam to partially ionise air, creating a conductive pathway for an electrical discharge, which can be adjusted from merely painful, to highly disorienting and potentially knocking someone out; both cause muscle spasims, which will often knock the person to the ground at higher settings. The only drawdacks are that repeted exposure to high-power shocks can lead to minor damage to the nervous system around contact-points, the ocasional pulled muscle, and minor skin irritation caused by the beam.

The second is a sonic weapon, dubed a 'Difference-Tone Stunner'; it utalises two beams of high-frequency sound, which cancel each other out when they converge(range adjustible; often set to automatic, which uses a laser range-finder), and create a small area of low-frequency sound designed to jam the neurons in the brain. It is completly harmless, and will either stun or put those hit with it to sleep, although it requiors a 'head shot' to work.

For both, pistol and rifle varrients have an effective range upwards of 50 meters. Both can be recharged from wall sockets, and have internal volt-sinks good for atleast a thousand rounds, depending on the varrient(obviously, the tasers take longer to recharge, and their 'sinks will last longer when fired at lower settings).

Prices varry between varrients(desired weight, size, max range(10 to 50 meters), volt-sink charge capasity, etc). All are quite durible, and have been in use with varrious services for over three centuries, so they're tried, tested, and true designs.

WAAMA is a new association formed by Western Asia’s military systems production companies to allow cooperation in seeking foreign arms and systems contracts.

* - Note: The title "LLWS" indicates the fact that these systems, if used improperly (be it intentional or unintentional), can cause serious, long-term biophysical damage and even death. Under normal operating conditions, and even somewhat past the established limit of safety, these systems will not cause permanent injury. The term "Less Lethal Weapon" is the term of choice for Western Asia’s military (IDF) and civilian police force, if your forces or departments use the term "non-lethal weapon" then that term aptly applies to these systems.

Sound "Gun"
A researcher explained the system to us in this exclusive report:
"Indeed the gun stuns a person by concentrating high-intensity sounds right at or near them. This is effectively creating a localized shock wave that will not affect many other parts of the surroundings. As the ultrasound waves (2 beams, slightly different frequencies, HUGE intensity/amplitudes) encounter the non-linearity of the air they "split" into multiple frequencies. If you do it right, the top of one will match with the bottom of the other at the correct distance and your target will experience an...unique effect. Sure, it'll stun someone, possibly even knocking them unconscious or bursting their eardrums (if they're REALLY unlucky). But that is secondary. It won't kill someone unless they had a building aneurysm or some other medical issue that might be triggered by the shock.

It works in air but might not work in water as the properties of sound are quite different in water (sound travels faster so an entirely re-calibrated system would have to be devised with REALLY STRONG emitters). As for space, it won't work there either."

There are now two major varieties of my LLW-SG (Less Lethal Weapon-Sound Gun), which is marketed under the brand SoundBlaster™ by a Western Asian company

The SG-23 SoundBlaster™ System
Features
The older version described previously has since been improved, it is a 5lb hand-held device that looks something like a miniature solar array. The main device is a somewhat flat emitter array, about 9"X6"X1 3/4", has a tough composite material shell and strong handle (smoothly merged at both ends with the rest of the shell. The handle includes a joystick-style trigger and has a short support "stick" that extends from the bottom of the handle to the fore arm (where it can be strapped on) to help reduce user wrist fatigue.

An optional bullpup-style stock can be purchased separately for $35 that is made of the same tough composite materials but allows your law enforcement agents to hold the array like a rifle—the stock attaches to the unit at the top of the handle so that the hand is in the same positioning as your soldiers would be used to having with an assault rifle.

Targeting takes place with a laser range-finder that automatically adjusts the frequency and power of the outgoing sound waves, to adjust the location of the generated "shockwave." The system also has sensors that will detect air pressure (or water pressure) so that the system can automatically adjust to those conditions as well.

Some digital control features are integrated into the back of the array, these controls can modify the range, the power, and other variables that are vitally important via a small touch-screen on the back. The system is connected to a 4lb battery that can be worn like on the belt or stuck in a rucksack for almost constant use over a period of 24 hours with a 2 week "standby" capacity before recharging is necessary…but that is if the unit is never turned off. The handheld unit alone can be used for approximately 5 minutes of continued use or 6hours of standby time, but the battery is included. Please note that while the optional stock is in use that the battery can be attached to the stock (a recessed section is designed integrate the full array of parts smoothly).

The unit is very sturdy and extensive drop and durability tests have shown that the unit will work well under a great variety of situations (bullet strikes tend to disable the unit if they hit in vital areas but even a strike in a non-vital area can ruin the weapon if the sound array is damanged, for this reason use after such damage is highly warned against.

For safety and accountability, each SG-23 unit records the settings on the weapon during use and other important information like altitude, time, date, and user ID.

There is a good deal of training that needs to occur to avoid several problems that can make this Less Lethal Weapons System into a very lethal weapons system, but training can usually be completed by a simple 2-day seminar that includes a certification exam. The certification exam involves both a written/oral section on theoretical use and a practical section where the trainee uses the weapon on sensor-equipped targets (see below) to ensure a full and proper knowledge of the device. Certification is followed up by an annual re-certification that involves only a half-day of work and is mostly just the re-administration of the certification exam (questions and tasks modified each year to ensure a real understanding of the subject matter). It's fairly complicated circuitry and needs exact fitting to allow the range and power to be adjusted, it also has intensive safety precautions that places limits on the creation of the pressure blast.

Costs:
The SG-23 runs at $720/unit, which includes the battery. An extra battery unit comes in at $40 and the optional stock costs $35 (a non-bullpup stock can be provided for $40).

Training courses for instructors (we’ll teach some of your people to administer the training and re-certification seminars) come in at $1,500/instructor for a 2-week training course that includes lessons in the technical aspects of the weapon that can allow for simple repairs to be completed.

The target dummies have sophisticated pressure sensors and connect to a simple laptop that monitors the effects, one computer can monitor 5 target dummies at once (and file the results for certain trainees into set files). Price of one computer and 2 target dummies: $4,500; Price for additional target dummies: $2,100/unit; Price for additional "laptop" computer units: $410.


The SG-34 SoundBlaster™ System
Features
An innovative approach to crowd control, the SG-30 series was a development of the SG-20-series of Focused Sound Burst Less-Lethal Weapons (FSBL2Ws). While the 20’s were designed for use against hostile suspects, suspicious infiltrators, and other times when lethal or likely lethal force is not an option—neither is the sacrifice of personal safety for security personnel, the 30-series was developed in response to the mentioned use of an array of 20-series of FSBL2Ws to control large angry or hostile crowds.

The system is specifically modified to provide a wide field of effect with a minimum of focal points where unaccountable factors might push the system past the lethal limit for living organisms.

The SG-34 has the surface area of a standard "riot shield" but it is about 5 inches thick and weighs 20lbs. Although it is so heavy, it is not meant to be an extremely mobile system. The unit sets up thanks to sturdy supports that fold down from the main unit. The power source associated with the unit is 8lbs but it fastens onto the system at the base and has similar time-until-recharge periods to its smaller cousin, the SG-23, which makes maintenance and use of the units that much easier.

The possible area effect of the unit is 100yards deep (from the apex of the system’s curve to the furthest point, measured in a straight line) and continues with that power through the full projection arc. The force can be shifted from that of a slight "bumping" to a full-power "burst" that risks the possibility of semi-permanent or permanent ear damage to the affected--that burst will knock over everyone affected by it. Clear controls similar to those placed on the SG-23 are on the rear of the device.

NOTE: More than one of these devices should never be targeted and used on a specific area due to issues concerning the concentration constructive and destructive signals due to the interference patterns generated by this focused use of more than one array. Several arrays can be lined up and linked to create a "traveling wave" effect along a front of an angry crowd or mob but they should never be allowed to cause such interference patterns (when linked, the system automatically adjusts the horizontal limits of the emitted fields and adjusts to minimize the overlaps.

In addition to the features specifically mentioned for this device, the SG-34 also bears all of the safety, usage, and training issues mentioned in the description of the SG-23. The training costs are the same (but the training is different) and the dummies are interchangeable.

The PepperBall System

SYSTEMS
The PepperBall® system is unique in the industry, the first non-lethal weapon to combine multiple effects to accomplish its objective safely and without permanent injuries or death. Since late 1999, PepperBall has been deployed in thousands of situations around the globe, successfully filling a gap in the use of force continuum where no other tools were available.

The PepperBall® system consists of a PepperBall® launcher and PepperBall® projectiles. The launcher is a semi-automatic high-pressure air delivery system. PepperBall® projectiles are hard plastic spheres built to burst on impact. The red, or live projectiles, are the foundation of the system and are filled with enough PAVA (Capsaicin II) powder to irritate a suspect's eyes, nose and throat. As such, the PepperBall® system combines a unique kinetic impact technology with pepper powder irritant as a non-lethal deployment device for peace officers. We call this combination of effects ChemneticsTM and hold multiple patents protecting our technology.

It is the Chemnetics of the PepperBall® projectiles that make this an effective tool. PepperBall® projectiles are launched from several types of launchers appropriate for the intended use. These launchers use high-pressure air or gas (CO2) to launch the projectiles. Because the projectiles break upon impact, they do not penetrate, making this weapon safe even at point blank range.

For Public safety and Government markets, PTI markets several launchers. The launchers include rifle (SA-200) and pistol (SA-10) configurations for public safety and the government sectors, and pistols for home protection. The company markets a number of PepperBall® projectiles for tactical and training use in these markets, including: the pepper powder filled live projectiles, inert training rounds, dye filled marking rounds, water filled indoor training rounds and glass shattering rounds.

FN 303/M303 Less Lethal Launcher System (L3S)

System Profile
Manufactured by by FNH, Inc. (Fabrique National Herstal, a subsidiary of Lacroix Pyro-Technologies of Sniper Country), the FN 303 (Military Designation M303 LLWS) is designed to be the premier system for situations requiring less lethal response. Completely dedicated to reduced lethality and liability, the basis of the FN 303 concept lies in its ammunition. The .68 caliber, 8.5 g weight projectiles utilize a fin stabilized polystyrene body and non-toxic bismuth forward payload to provide both a more accurate, greater effective range than other less than lethal weapons. The primary effect of the projectile is trauma, which directly neutralizes the aggressor. In addition, secondary effects from the projectiles can be delivered via a chemical payload depending on mission requirements. Magazines are 15 round capacity with a clear rear cover to allow for rapid ammunition payload verification.

The compressed air powered FN 303 launcher is designed to fire less lethal projectiles exclusively, with an effective range of 50 meters at a point specific target for law enforcement and a maximum range of 100 meters for military applications. It is made from durable, lightweight polymer and features comfortable ergonomics and an easy to operate safety. In addition to the flip-up iron sights, the integrated Picatinny 1913 rail can be used to mount red dot sights or other accessories. An undercarriage version with mounts is available for most tactical rifles. Available accessories for the FN 303 include compressed air bottle, air filling equipment, tactical vest, sling and carrying case.

The FN 303 Less Lethal Weapons System is designed specifically to employ less-lethal ammunition in crowd-control and crowd-supression missions where lethal force is not appropriate or authorized.

Kitsuki Technologies offers its needler pistols and rifles for consideration.

While not energy weapons, a needler causes next to no physical damage; the recipient will merely feel a pinprick. These weapons employ either compressed gas or magnetic impetus in order to throw a 'needle' -- a sharp bit of metal -- at considerable ranges (exact range depending on model). These needles can be coated with a variety of drugs or poisons; for nonlethal use, a wide selection of euphorics, hallucinogenics, paralytics, and soporifics is available, with the 'standard' being a moderately-strong soporific.

These are popular personal-defense sidearms in Ravenspire. Models are available which are smaller than most holdout pistols, while the larger rifles are capable of throwing a projectile as far as most sniper rifles yet hold a larger "clip" than standard projectile weapons. The compressed-gas models can be silenced at the expense of range, or can be set to throw a needle further, breaking the sound barrier.

Reloading is as simple as standard projectile weapons, and the power cells will last for three to five years at standard (light to moderate) usage and are easy to replace. All drugs offered for nonlethal-use models have been confirmed free of serious side effects.

We have been quite please with all the tests we have performed so far. We are curious though, we presume that wearing ear-plugs will negate or totally cancel out the effect of the weapon?

We'd like to take the first shipment of say, 1000 of the SG-23 units for delivery as soon as possible,

The effect of the SoundBlaster™ systems is not dependant upon the auditory capacity of the target. The effect is based on the physical force applied to the target by a concentrated force similar to the blast wave resulting from an explosive device (only with a safer level and without shrapnel or other deadly side-effects). The concentrated sonic pulse should have enough force to stun the target, knocking it to the ground at higher settings (95% of targets (of varying size, mass, and build) were knocked to the ground at the middle-high settings. At the highest settings, all targets were knocked to the ground).

If the devices are used improperly then temporary or even permanent auditory damage may result, but the training provided is meant to prevent such accidental mis-use. Wearing ear-plugs will provide some increased measure of safety for the target and any live-target practices should include the distribution of proper ear-protection equipment to the volunteer live-target(s).

The only condition where the effect of the SoundBlaster™ systems may be significantly compromised or otherwise altered is in conditions where atmospheric density is significantly different from normal ranges (ie, it will work in cold or hot temperatures, but not in space/vacuum states). Also, operation in aquatic environments would require some special modification and training to account for the special acoustic properties of that medium.

It is advised that careful attention be paid to the width-range settings on the larger SoundBlaster™ units (SG-34s) so as to prevent the accidental use of these systems on fellow officers who may be standing near the front of the system. Your instructors will fill you in on the specifics of use.

The ordered systems will be sent in batches of 100 SG-23 units with one SG-34 unit. The delivery schedule should be about one batch every 2-3 weeks.
