I had a few puppets (under the limit) but I let them die off to this and my other over-a billion nation... the people who have like 30 puppets... are just messed up...

Puppets are only illegal if you put them in the UN. Otherwise, they have no authoritative say on regional issues, so puppets outside the UN are perfectly legal.

There is currently no limit on how many puppets you can have.
It is more a question of how much spare time you have so that you can keep them all alive!

I have other nations, but they're not exactly "puppets" as such as they have different politics, etc.
