DLN Mars Addresses the Duma - Farewell to Arms?

Fellow delegates, I come before you this day weighed down with great concern for the future of our planet. Recent events have transpired, of which I'm certain you are all too aware, that have only served to remind many of us just how precarious a position we are in here.

Our mutual well-being depends on an already fragile environment, the ability for our various cultures and races to work together towards common goals, and the technology that has allowed us to thrive here. Unfortunately, it is some of this technology that threatens all we have worked to accomplish here.

I realize that we are relative newcomers to the planet, and as such, our words may not be heard with as much resonance as some, but it is our hope that we may yet find sympathetic ears.

Our mother nation, the Dominion of the Dread Lady Nathicana, has long held a policy against weapons of mass destruction, in all their incarnations. Be it nuclear, biological, or chemical, we have seen that these are more the tools of genocide than war, and as such, have seen fit to shun their use.

Much to our dismay, we have seen here on Mars already nations who are all too willing to deploy such measures with little regard as to more far reaching consequences, stating merely that 'this is policy', as if that alone should suffice. Is this the atmosphere we wish to continue to live it? Is this already delicately balanced planet strong enough to survive such effects as these weapons unleash?

True, there are those who will claim that they will never unleash such horrors here, saying their use is purely for offworld use, or to hold as a threat over those who would threaten. While such assurances are all fine and well, let us remind you that force is often responded to in kind. It only takes the launching of such against an enemy to have these horrific weapons used against us in turn. Is this a risk we wish to continue taking?

The technology levels of many of the nations here is strong and far surpasses many of those who would think to lay threat. Even beyond that, together we are strong. There is no need to continue to condone the presence of such weapons as these on Mars. As such, we call for a unilateral ban on the development of nuclear, chemical, and biological weapons here, and further, propose the removal of all such existing weapons from the planet. We have seen that there are those of you who have taken a strong stand against the use of such weapons. Will you stand with us now in ridding ourselves once and for all of this potential menace?

For the greater good of all, and the future of our planet, we urge you to take these measures into consideration.

Conspicously absent from this gatheriong was Maya Toitovna, the driving push behind the creation of the Duma. Magala had sent a representative, but rumors surrounding Totovna's dissappearance swirled around the room. [ooc: she's been send to Ares by the Council, she wanted to go but not so soon, so it's in a way a politial move by the Council to get her out of the way. Why? See my angry ooc post in the mars regional forums for details, but there have been some changes in mangala's policy]

The Mangalan delegate said nothing, and spent most of his time tapping at the secure computer on his desk.

[ooc: I'm assuming the duma is meeting at some improvised location? As we never go to build their place because of the war. Also, don't look at Mangala's new policy as abandoning the Duma, long term I plan on coming back to it, with Toitovna. I still have hopes for Mars.]

The Imperial Hordes on Martian Burninatonia have no intention of disarming our nuclear arsenal any time in the near future.

Furthermore, I find it a bit hypocritical that our trusted allies in Nathicana's Dominion--who have long championed the ideals of national sovereignty above all else--are now calling for a planet-wide ban of anything. Did it ever occur to you, Governor Calabrese, that perhaps the Hordes possess such weaponry so as to protect ourselves from harm? Are you asking us to give in so quickly and allow ourselves to become fodder for scoundrels and vermin who would use their OWN nuclear arsenal against us?

We keep these things for a reason, Governor Calabrese--not all of those who possess "the bomb" are purveyors of destruction and dismay. Please, for the love of the Dark One, think before you begin bossing your neighbors around.
