Revival of Loserly Peeps space program--island needed

OOC: This has the full support of a billion+ nation with a long-time Frightening economy and a hell of a budget surplus.

After the failure and eventual selling of the original Peeps in Space government space program, Loserly Peeps has again decided to try to establish a permanent space colony or orbital station.

As LP president said in his speech, "Let's try to get beyond a tiny cave on the moon this time, ok?"

LP intends to complete this project without putting weapons in space.

Goals:

1.) To create a model of single-use rocket that can transport astropeeps as far as the moon.

2.) To establish a permanent colony on the moon of at least 500,000 peeps.

3.) To use the moon colony as a base for the launching of a mission at least to Mars.

4.) By 60 years from this point, to have over a million people on the moon, as well as a colony on a moon of one of the outer gas giants.

Before any of the goals are completed, we need to purchase an island from another nation. It needs to be at least 30 miles square, fairly flat, non-radioactive, having no habitation, and having no unusually hostile wildlife. Any attempts to sell an island that does not meet all of these specifications or is obviously unsatisfactory for this purpose while informing us otherwise will result in prosecution in international courts.

An uninhabited island about 500 km northwest from Mariensey.
Wildlife includes some caribou, polar bears and penguins that nest on the small, unnamed island off the northernmost point.

We're actually willing to donate it if the space program is indeed non-military.

That would be excellent. The wildlife might be disturbed, though.

We assure you that our program has nothing to do with the military, as our nation has no military whatsoever.

The wildlife is fine since it tends to relocate itself from the island occasionally. The surrounding sea freezes up in midwinter and most land animals trek southwards on it. The only permanent habitants are the penguins, but as mentioned above, they don't nest in the mainland.

Semi-OOC: Penguins only inhabit the southern hemisphere, and The Coalition of Evil owns the artic circle. But we won't bother you if it's non-military, and neither will non-existant penguins.

OOC: The Coalition of Evil could hardly control the entire area. It's really quite huge. Moreover, there really are no islands near the North Pole, so my nation is impossible anyway.
At any rate, our irl world could not support the number of human inhabitants on NS (easily hundreds of billions). It would also have been ravaged a dozen times over by wars fought by its thousands of nations and regions.
And besides, at least penguins are real animals. "Fire Dragons" and "Death Llamas" are not.
So to sum it up, NS can't be set in our world, under any circumstances. :wink:

We would like to start moving into the island as soon as possible. What can we do to the island, in terms of modification?

Cut down what you need. There is a fine natural harbour on the north coast. We can quickly open it with an icebreaker.
The plains are treeless and flat, so there is minimal clearing to be done.
