I have read the profiles of several nations and a number of them including mine have barren and inhospitable landscapes how do we improve our landscapes?

Barren and inhospitable landscapes are not that bad...
We use The Mossad's lands for military training.
We're all snow and ice. so it kinda suits my nation :P
