"I hereby announce that the Constitution of the New Government of Perfect China has been completed. The Constitution shall allow for the creation of an Oligarchy with two representatives from each of Perfect China's renamed States. The representatives and the Head of Counsel will be elected in a months time as soon as the last rumored Communist Rebels are rooted out or at least pacified. I thank you for your time and I also announce that I will not be a candidate in the elections."

The report went over with mixed emotion in the palace, and Empress Kajiraki sadjusted her reading glasses. Our neighbors to the west seem to be undergoing an intresting change, she thought reading over the anouncement. She marked it with intrest, and handed it to her Supreme Chancellor, ordering that he assign an inteligence unit to over watch the developments, and keep her informed.

Today the spokesperson for the Foreign Relations Council has announced the following.

In the PRC (the People?s Republic of Crosshill) the changes in PC (perfect china) are viewed with suspicion. The claims of Lin-Pin to outlaw communism and to re-establish the monarchy have not been renewed. That is good news to us.

We still insist however to send observers to the elections in PC, and we also want a guarantee that the communist rebels get a share of the power in the new government all actions against them have to be interrupted immediately. Otherwise the PRC is not abele to recognize the new regime.

First off the Acting President will not allow the Communist Party to be allowed in the First Elections, she fears a Coup during the infancy of the new Oligarchy's formation. In the new Constitution it will be required of the new Oligarchy Counsel to either allow the Communist Party to exist in Perfect China or to ban it. It will also be required to vote on either allowing a Ceremonial Monarch to rule or too Disban the Monarchy entirely. Three Political Parties are currently forming and will be allowed in the elections (though more will most likely form and be allowed as well). They are..."

Greenlove Party: Main Platform; Enviromental Protection and a reduction in Military Expenses.

Fiscal Party: Main Platform; Economic Development and growth of Capitalism in the nation.

Veteran's Party: Main Platform; Military Development and reduction in Social Welfare.

Center Party: Main Platform; More Social Reforms and a rejection of the Ceremonial Monarchy.

Letter to the Ambassador of PC in the PRC:

We congratulate you to your decision to let the people decide whether they want a monarchy or not. But we fear that we have to admit, that the ban of the communist party which represents a large part (if not the majority) of PCs population can by no means be accepted by the PRC. We hope that you will rethink that issue. Violence is not a good way to solve the problems in PC and a lasting peace can only be achieved if all parties are treated equally. We suppose that you allow the Communist Party to take part in the elections if they singe a declaration that the will recognize the new government and that they will abdicate violence.

It is a disgrace that a nation that claims democratic tendencies would not allow the People's party to run in the elections. The Communist party is the voice of the people and to smother it under such a shame is truly disgusting. This is highly troubling to the Glorious Socialistic Empire of Amerigo. Be forewarned The Glorious Empire will take actions to help the people of Perfect China to voice their communistic opinions and views, if the government decides to supress the party. We hope that your government will reconsider your dictatorial policies.

The PRC warmly welcomes the efforts of the Glorious Socialistic Empire of Amerigo!

We would like to ask you if you would be able to send observers to PC in order to secure safe and free elections. We fear that the Army and the Junta are not interested in the elections and will do everything to remain in power. We also suspect that royalist elements will try to rig the elections. In our opinion the elections can not take place without the help of international observers.

The Constitutional Monarchy of Royal New Monmouth would be honoured to provide appropriate numbers of her armed forces to assist the peaceful transition to free and open democracy within Perfect China. However, in order to maintain Royal New Monmouth's independence in matters of such grave importance, we insist that our participation occurs only with the explicit consent of all interested parties.

Duke Vladimir Serzano of the Grand Duchy of House Serzano donates $1 million to the accounts of the Fiscal Party to use as campaign finance. In exchange, we hope that the Fiscal Party will consider allowing House Serzano 51% of all economic development contracts within Perfect China in areas like mining and telecommunications. House Serzano also welcomes the leader of the Fiscal Party to discuss relations and ideology when his identity becomes available to us.

The Compassionate Queendom of Ribenia rejoices as Perfect China walks the path towards a stable and just new regime which will guarentee the safety of its people.

In view of the concerns expressed by other nations, we would be willing to send neutral, independent observers to monitor the fairness of the elections. Only with the consent of the Perfect Chinese transitional government, of course.
