The preparations had been made. Every table was polished, every chair arranged just so. The flags of each country hung above their tables, lovingly hand stitched by Kennishire needle-workers.
Now for them to arrive.

And arrive they did... or something.
A short female stepped out of the limousine, her deep green purse the exact same colour as the jacket of her pants suit. Her frazzled red hair was hidden beneath a wide-brimmed silk hat--the same green as the purse. She smiled politely (read: notably condescendingly) to the limo driver as he opened the door for her, then made her way to the front door of the hall, a slight hop in her quick gait made difficult by her heels--also green, also the same colour as the purse, the hat, the jacket.
She approached the door and looked down at the doorknob with a frown. Pulling a handkerchief from her purse, she wrapped the hanky around her fist and knocked daintily--four times in perfect rhythm--on the front door before returning the hanky to her purse.

Foregoing the usual more impressive entrance, Sabolom and Nernos pulled up in a sleek black triwheel shelled motorcycle. Flipping up the gullwing doors, the two Celdru walked up behind the SLAGlander and waited. Each was wearing the usual diplomatic garb- black pants, dark brown boots, navy blue vest with silver trim, winged sword necklaces, and beaverskin hats with mottled brown eagle feathers.
"'Scuse us. How d'ya do?"

A blimp had brought her as close as it could. Rosa Almeida walked the rest of the way. A thirty-ish woman dressed in batik weavings, Almeida is known at home for her long walks with aides. More planning gets done on those walks than in her office, probably.
She finds Imnsvale a bit on the cold side, but otherwise strikingly attractive. Kedinginan tapi indah. So different from home. Her only regret is that she can only observe the deliberations of her neighbours, having no mandate to open trade. But she hoped, at least, that she could learn something of them.
The MaRevTT, all-terrrain vehicle used by RevTerran Diplomatic Corp, stopped at the entrance, and the two representatives of the Alliance stepped out. First Crist Dragh, a normal-to-height persson, dark hair and good looking, and then Broc Ancea, with his long blond hair falling off his shoulder. Both where wearing shirts and something resembling blue-jeans.
They came in a sport car. Why should they dress different?

The Foreign Relations Bureau had already sorted out who would attend such a conference; Agriculture/Industry Director Larry Hudson and Foreign Relations Director Gordon Newell.
After being driven to the airport in one of the government's many blue Amalgamated Motors Narwhal 3000s, Newell and Hudson boarded a business jet destined for Imnsvale.
Both of the men were dressed in [mostly] nondescript suits and would be in Imnsvale in a matter of hours.

OOC: Well, I thought you all were all going to talk outside, and then I was road-blocked from NS, and now I'm back.
IC:
Ensor looked above to the aging monochrome television displaying the outside door.
Goodness! Why haven't they knocked! How long have they been waiting?
Dashing over to the door, he opened it with a rush and bowed. He motioned for them to enter with his left hand, purple tie flapping in the rush of air.

Sabolom brought two fingers to his temple and waved his arm down towards the man in the doorway. "Yo."
The pair walked in.
Crist pulled Broc out of the way of a (very) nice (and goodlooking) lady in green.
"Ladies first" , he smiled to her.

Almeida has been attempting, with little success, to commune with a tree. Seeing the door open at last, she unfolds herself from the lotus position and joins the procession inwards.

(OOC: Heh heh... Minister Elsington != good-looking...
And I did knock. In the first post. Pay attention. :P )
The woman in green bows slightly as the door is opened for her, her smile unwavering.
"Oh, thank you!" she says at the word of the RevTerr delegation. Upon entering, she laughed, handing her hat to the nearest attendant. "Where are my manners? Maria Denada Elsington, SLAGLandic Minister of Commerce. It's a joy to be here!"

OOC: I know, but if he heard her knock then they wouldn't have talked outside. Not that they did anyway...
IC:
"I am so glad you all could come! I'm trust all of you will be able to find your seats."
He straightened his tie, making sure his tie-bar was horizontal, stopping just short of using a spirit level for the task. Trotting his way up to the center podium, he stood, waiting for people to take their seats.

Oglethorpia's delegation of Mr. Newell and Mr. Hudson made their way to their designated seats quickly -- with a minimal amount of talking between the two.
Same here! Crist Dragh, RevTerran Minister of Exterior, and this is my colegue...
...Broc Ancea, Minister of Commerce.
Crist shaked the fine hand. Firm, but gentle. And kind of out of order, since the other where rushing to their seats, not paying much attention to each other.
Shall we?

OOC: I'm going to assume all of you are in your seats.
IC:
"Greetings. I hope you all will enjoy your stays here. Now, if there aren't any comments that would like to be heard, shall we start?"

OOC: In many cases, in Imnsvale, State authority supersedes Federal authority. However, if it is in the better interest of the nation, the Federal part of the government has the final say.
IC:
He gingerly picks up a corded black rod with a blue button on top. Firmly pressing the button caused the room lights to dim and the wall behind him to flicker into view.
A. Free Trade
1. There are to be no taxes, levies, or tariffs of any kind on goods traded between any nation present and any of the States in Imnsvale.
2. If a corporation or person wishes to pay the government for special treatment (better docking area, sooner service) that will be allowed, up to an extent to be decided by the individual Imnsvale States or Nations present.
3. There will be no minimum or maximum amount of goods that must be traded under any time period.
4. If a foreign company is to be investigated, they must cooperate with Imnsvale officials. The reverse will also be true, if a nation present wishes to investigate an Imnsvale corporation, they may do so.
5. Special circumstances will be handled on a case-by-case basis.
He smiles.
"These terms are negotiable. Does anyone have any questions or wish to add something to the charter?"

"Ahem. One, There are to be no government mandated inhibitory taxes, levies, or tariffs on goods traded between any nation present and any of the States in Imnsvale beyond the standards required on all international goods. Two, There will be no minimum or maximum amount of goods that must be traded under any time period.
Three, Investigations of foreign companies will take place only under the consent of the appropriate officials in the target's nation of origin. Four, Special circumstances will be handled on a case-by-case basis."

OOC: What? You just took out number two and added "Government mandated" to One, yes?
Also note modification to the bit about corporate investigation.
What other types of taxes do you have in mind?, asked Broc the Eniqcir representatives.
And since we are here, Crist added. Why should I ask your permission to investigate one of your companies I think broke the law in Revterr?

"Local taxes. A product should not be immune from the taxes placed on others by virtue of foriegn origin alone. And you should ask permission to investigate a foriegn corporation for the same reasons that you have to ask permission to extradite a criminal. The country of origin may have a different idea of what constitutes a crime."
Isn't government job to establish those taxes?
And isn't that company's concearn to know and obey the local laws?

And isn't that company's concearn to know and obey the local laws?
(OOC: An important word was left out when I posted originally- 'tis edited now.)
"Which government? In our case, anyway, the national government doesn't dictate local sales taxes, only punitive and inhibitory tarriffs. And isn't it a citizen's concern to know and obey the local laws? That doesn't mean you don't have to get an extradition agreement. In any case, your nation won't be enforcing its laws in our territory without official permission, unless by a military coup, and vice versa."
