Al-pocalypse at 15th also has No Income tax
As does Egeden at 34th
And Imperial Slovenia at 36th
And Spiney Norman at 43rd
And Muspellheim at 46th
So its far from a unique skill
In my case I just always select options that reduce taxation - except when I can increase military spending - somehow I still have zero income tax.
