Natural Disaster Strikes East Rome and East Genoa

The rain beat down upon the two cities like a hammer pounds a nail over and over again. The winds howled and trees were ripped from the grounds and thrown into the fray. Gigantic waves smashed into houses and buildings and tore them completely apart. Families hid in fear.

For ten hours, 103 mile per winds had been swirling around these two eastern New Genoa cities, destroying everything within their path, from homes to mailboxes to cars to helicopters to people.

It was a stormy hell, devoid of fires and brimstone. Instead, rain and hail fell upon civilization.

NGNN News Report

Rick: Good afternoon, New Genoa. Well, this afternoon certainly wasn't a favorable one at all. But the good news is that the rainy hell known as Hurricane Saddam has eased down. The storm is no longer by any means a hurricane, as the winds have been reported to have fallen to 56 miles per hour as opposed to the 103 miles per hour that devastated East Genoa and East Rome for twelve hours today. Reports have been flooding in to our headquarters with damage reports reading the following: 87 dead, 1,300 wounded. Some 50 billion dollars in damage has been estimated, although that figure is likely to skyrocket once the winds completely fall silent. Dana?

Dana: Yes, Rick. I'm sure of that. Now, Red Cross members from all over New Genoa have been volunteering to assist the affected of the worst hurricane to hit New Genoa since Hurricane Melissa back in 1965, where 101 New Genoans lost their lives. I'm with our meteorologist, Tim Veines. Tim, When can we expect the winds to completly silence and for this storm to finally end? Furthermore, what effects will nearby cities that were just out of reach of Saddam experiance?

Tim: Well, Dana...

... the effects that these outlying towns will experiance will quite obviously be windy weather and rain storms. Definitley not as violent as Saddam, but don't expect any baseball games to be played over the next few days. Now, as Saddam moves further inland, he loses his might and becomes less and less deadly. We can expect the winds to silence in at least several hours, hopefully. At most by sometime tomorrow morning.

President Carter had a pained expression upon his face.

We cut military spending and attempt to evade war by any means necessary to prevent the death of New Genoans and this is how we are repaid? he thought to himself.

His trance was interrupted by a tap on the shoulder.

"Sir, it's time. The nation awaits your speech concerning this disaster," the voice said.

President Carter sighed and responded, "Alright. You know the drill."

His aide nodded and handed the President his speech that he had personally written the day before. He straightened his tie and several aides worked quickly to better his appearance before he was to appear live on televisions before 1.723 billion New Genoans.

He began, "People of New Genoa, as your news agencies have been reporting to you, a natural disaster has hit our serene nation. One that we cannot fight militarily, but humanatarianly. Hurricane Saddam. It raged accross the seas, spinning endlessly, with its sights on our green lands. It smashed into our eastern coast and devastated two cities and everything in between those cities. What was once a beautiful metropolitan area is now a dilapidated wasteland The time to fight has come. I ask you New Genoans, 'Please, come and help us as we put back together what is ours. As we strive to help our fellow man. Volunteer. Make donations. Send letters to afflicted families. Do something. To those that are watching from their basements or from shelters in the aforementioned lands, be assured, help is coming."

After the speech was finished, and the cameras turned away, the President issued a second, brief address to neighboring nations which read:

"Greetings to you. As reports have most likely told you, our nation has been hit hard by a natural disaster, Hurricane Saddam. Over one hundred have died, and the affected area lays in ruins. If you can spare any aid, humanitarian or monetary, we'd appreciate it greatly. Thank you.

In a statement prepared by Her Majesty, Prime Minister Sir Charles Caudwell MP today announced that the Constitutional Monarchy of Royal New Monmouth would immediately being preparations to supply medical aid and subsistence supplies at the behest of the New Genoan authorities. Should Her Majesty's assistance be requested, Mr Alasdair Warrender MP, Under-Secretary of State for Overseas Development and Aid, will personally visit the affected areas to offer such aid as may be rendered.

Rick: We are sorry to interrupt your current programming, but a surprise has emerged from the recent tragedy known as Hurricane Saddam. More and more reports have been released that Vice President Derek Jackson, who was campaigning for the president of New Genoa, was apparently going to make a surprise appearance in East Genoa this weekend. No signs of the Vice President have been found, but all evidence points that Mr. Jackson was indeed planning on travelling to East Genoa and that he had already departed for the city. More information, later

Linda peered out of the window of the helicopter, which has a Red Cross emblem painted on its side, slowly descended to the ground of East Genoa. The landing was mildly rough, as there was no designated landing port. The crew had to land in an open space.

As the chopper floated down closer and closer to the ground, Linda felt a jolt of despair strike her as she was astonished when she looked at the wreckage this hurricane had done.

"Touchdown," the pilot announced and the doors swung open.

Men and women alike, carrying stretchers and medical supplies flooded out and scouted the land, looking for people to tend to...

Although we are tangled up with the other "matters", we are sure that a new Parliament Legislation regarding the donation of a total of $3.5 billion Omzars (approximately $3.85 billion USD/Allied Credits) will pass, as we find the damage cost to be too high for any government to pay off without high debt themselvesm, and that we are still able to afford $3.5 billion Omzars for these kinds of occasion.

We hope our New Genoan friends well into rebuilding from the massive damage.

"Due to Adejaani's closeness (both in terms of diplomatically and geographically) to New Genoa and as a member of APTO, any and all aid will be given, monetary and humanitarian. Two Mobility Wings (one of Cargo Transports, one of Helicopters) stands by to airdrop aid to affected communities or evacuate them. A full Medical Brigade will be deployed to take the influx of displaced persons during this crisis. A further 8 billion dollars is being sent immediately, with additional aid and funding to come, as required."

Another almost-regular session. Since the war hasn't been esculated and is still on a small scale, the Parliament of course, is still open to discussion. The "Parliament" is more like a "Congress" anyways. The session continued on with the total of 458 attending Members of Parliament gathered in this modern structure, as 2 sides argued under the flag of Omzian Nation, the national emblem of Omzian nation, and a huge portrait of Oma Zee, the founder of Omzian Democratic Federal Republic.

"...Mr. Ganard, tell me, do we right now have enough money in a condition of disarray! Absolutely no! This proposal is just unacceptable. If we can only just throw billions of Omzars around, then we will be bankrupt! Surely, other nations could donate a total of $3.53 billion Omzars! I mean, surely we are New Genoa's friends, do we really have to spend another $3.53 billion Omzars? I think no. Are we just going to left smaller room for important matters such as welfare and defense? I don't think so. Are we just going to dig us a deeper hole to defecits? No!" The lead of the "anti-Donate to New Genoa side", Gansa Langley from Omzian Progressive Conserative Party, stood behind the podium firmly as he finished his statement. waiting for the opposition to speak up. This is the final session of the legislation. I must teach those Socialist and Democrats a simple lesson..., he thought.

Just a brief moment later, MP Alana Kans, the leading of the opposition, finally stood up. She silently cleared her throat before she began, in a more calm way. "Mr. Langley, have you not thought of compassion? Surely, $3.53 billion Omzars is a large amount of money even for our huge budget deposit, but have you not thought about brotherhood, friendship, and helping the others from the start of kindergarten? I can understan your stance on this big spending on an issue such as this, but of course, the Hurricane Saddam has resulted so much damage that it is costing them about $70 billion USD! Could we not just shove out a few bills, and give them some relief? If we continues to be this selfish, Mr. Langley, then Omzian Democratic Federal Republic doesn't have a place in the international community!" She sat down, as they waited for the turn for a "closing statement". "Leadings, please make your closing statement before the voting goes.

MP Langley stood up again, this time, seeming to be much more calm. "Overall, we think that Omzian Demcoratic Federal Republic is just tangled up with too much other things, which makes it a difficulty to just pay $3.53 billion Omzars and not suffer defecits and other consequences. Other nations could aid New Genoa anyways. Besides, we already offered our condolences and the desire of aid, and New Genoa knows what state we are in now." With that, Langley quickly returned to his seat, looking up at Kans, just as she stepped up and walked to the other podium.

"Of course, Omzian Democratic Federal Republic should continue to be a compassionate nation in the international stage. Surely, I think $3.53 billion Omzars can be considered a huge spending, but we have to help our ally in this kind of natural disaster! I can understand that other nations could donte enough money, and that New Genoa understands our position, but couldn't we just show our desire to actually aid the people of New Genoa? Ever thought of the teachers telling us to give in kindergarten? I rest my case." Later, she sat down on her seat, just as the speaker announced. "Debate closed. Voting will commerce." With that, a screen on the left of the flag of Omzian Nation flashed into "existance". "Voting begins now, please select options Yay, Nay, or Undecided." The MPs finally began to press their 3 bottons at their seats, casting the vote for this important legislation.

The screen displayed the result almost immediately, just after all have voted. "367 Yay, 89 Nay, 2 Undecided, 2 Absent. Legistation passed."

We are quite pleased with our ally's decision to aid us, through both monetary and humanitarian support. Your donation of eight billion dollars is certainly appreciated and will most certainly ease the payment of these damages.

In an unanimous vote today in both the House of Representatives and the Senate of New Genoa, a bill was passed, supporting the expenditure of some 50 billion Allied Credits to rebuild the damaged area. Further bills may or may not be passed, depending on how this situation progresses.

We are pleased to announace that the legislation regarding the donation of a total of $3.53 billion Omzars ($3.883 billion US Dollars) to New Genoa has been passed. Effective immediately, the relief aid package of a total of $3.883 billion Allied Credits will be wired to the New Genoa government within a total of 2 months (NS). We hope that New Genoa can recover from the disaster faster using our extra aid.

We once again express our condolences to the people affected, plus our desire to send more aid, although we are not really able to.

Word reached Mathias Bortniansky, after flowing down a long twisted grapevine. While sitting upon a stool under a small canvas tent, reading piles upon piles of papers and maps, a small messenger arrived.

"Mr. Bortnainsky. It appears that allies need help."

Mathias nodded to confirm he understood.

"Why sir, a hurricane struck. Damage is numerous and they need relief."

He nodded again, and searching through all those scattered maps and papers he pulled out a small notepad with a pen slid through the rings. Removing the pen in scrawled a nice neat, legiable note.

Form a small team to aide in repairs and send them with 5.32 billion dollars from the international aide funds. If they require more, then send word. Our funds are much too large anyhow. We have not had the oppurtunity to give any of it for a long time now.

Mathias Bortniansky

The messenger bid Mathias farewell and shook Mathias's neatly white gloved hand and left in a hurry. He knew just were to go. The messenger weaved his way around demolished buildings and fallen infrastructures to a small collapsed building. Inside, he went, stumbling over fallen beams and broken walls. He found the last remaining door and entered.

Down a long flight of stairs he entered until he found a group of people meeting, who at his arrival immediately held him at gun point, until he raised the small white slip, trademark of Mathias. Then, and only then, did they lower there weapons. The messenger handed the men the slip.

"I see," responded an older man of the group. He left the building preparing to find the best team, and withdraw the money from the vault.
