Yn test missile crashes on foreign soil

Yn

The Yn government has admitted today that it had lost track of a missile it had launched for "test purposes only", and that it had probably crashed somewhere in another country. The missile was designed to carry bio-chemical weaponry, but the Yn government has said this missile carried nothing but "standard explosives." Yn apologises for any harm and/or fright caused.

No record of any un-authorised objects entering our airspace exists, however that is not the point, the fact that you lost control of your missile and are unable to locate it is sufficient evidence that the program be shutdown immediatly and only be resumed once we are satisfied.

We would like to assure you that the accident will not be repeated. Though maybe it will encourage nations to install adequate anti-missile defences...

The Civil Disobedients Defence Service is highly concerned about this clear lack of security on the part of the Yn government, and echoes the motion, nay, insistance that you desist this project immediately until it can be satisfied from an International Committee that this mistake will not be repeated. In the mean time we will do our best to track down where your stray missile hit.

We are relieved that our missile has not hit your nations... As I said, the accident will not be repeated. If you find it and it has for some reason not detonated, please alert us immediately and we shall send people to retrieve it.

Errant Missile Strikes Agnosticium

Bakumar, Agnosticum (AP) - Today authorities have released a statement declaring that a foreign missile was fired upon and shot down as its trajectory had it on an impact course for the eastern coast of the country. Officials say that the weapon was intercepted in the terminal phase by a last chance launch of multiple AM-1 ALRAIM missiles.

No country has yet been accused of the launch, however, authorities are looking to the wreckage for answers. The Enlightened Psychotopia of Yn has released a statement declaring the loss of a missile during test firing and are a high possibility. The Agnostican government has openly declared that no military action will be taken if the act truly was a simple misfiring. Diplomatically, the Agnos government has requested that Yn suspend all missile testing and space program launches until this incident is cleared up.

The Civil Disobedients' Defence Service now move that Yn allow an international team, of which we are offering 5 scientists and missile specialists towards to evaluate Yn missile facilities and consider their future.

We suggest that this team MUST contain members from Agnosticium and at least one other nation.

Why would such an action have to be taken? Not a single system is unfailable. That includes your own military assets.

OOC: May I remind you that these are ambassadors not Militarists, I only told you what the council of ambassadors said. not what my country's leader said. And I am afried that I don't have much of a military support system. Only the most needed and well, I don't have much to hit in my region.
I agree all systems can fail and I never said they couldn't.

Agnosticium, our government issues its formal apologies. If you would return the wreckage to us so that we might identify it?

We will discontinue our test program for a week to verify systems accuracy. More than that no one can ask.

We can and will! This program as well as all others of a similar nature must be shutdown and remain as such until it can be independently verified that the risk of such an incident occuring again are minimal.

There will be no negotiation on this matter, the safety of our nation is at risk here and we will not tolerate lax attitudes to what could of been an act of war against us, therefore we cannot accept any other terms except those as stated.

One wonder how this apparent "loss of control occurred" Is the Government of YN Prepared to Submit a Detailed Review of the Incident and event leading up to loss of control and furthermore losing the object on radar?

The Colony of Plain would be most interested in the purchase of missiles. We ask that, should the programme be successful, we be allowed to enter into negotiations with the YN to discuss a commercial partnership and be allowed, under licence, to build missiles of this type in our country. In view of your expected positive response we offer the Yn government use of our soil for the further testing of their missile system.

Tom Joad, we will tolerate no infringement upon our sovereignty nor our management of our own affairs - especially in matters such as national defence.

Ghodaridar, a full report will be made public, omitting only such details as may compromise our security. (OOC: In other words, there won't be much in the report...)

Plain, we would be most willing to enter such an agreement with you.

Kelanis, your offer is gratefully accepted. Such an accident will not occur again.
09-12-2003, 18:03
OOC: I doubt if I can keep bothering to say this, but I am a new fantasy nation, and if you've got problems with either of these facts, then please, kindly inform me and I'll cut back instead of flaming me. Have a nice day!

IC: Our rather underdeveloped country has recently been looking forward to begin modernizing it's technology level. Arms manufacture especially is an aspect we wish to concentrate on, due to the fact that most nations have much more advanced weaponry than us (and also because our leader has a fetish for weapons). If it would not be too much trouble, once you've analyzed it, could you send parts of the salvaged misfired missile to our nation for us to study? This is only so we will have a better knowledge of missile warfare (though we are light-years from attaining this step, we've only recently perfected gunpowder!). You can name the price.

With hopes of a better tomorrow for TGRM,
The Foreign Minister

We can do more. We can help you develop a whole new modern armament technology, gradually progressing from firearms right up to nuclear weapons. We can sell you a few missiles with instructions on how to use them, and schematics to build your own.

(OOC: Yn's government doesn't go much into ethics. You benefit by becoming more powerful, and we open a whole new market in your nation. Everyone wins!)

What we demand is not excessive, the simple verification that your missile program will not be subject to such an error again is a simple matter and as a gesture of faith we will not require details of the program only that the independent observers agree that the program is safe.

Choose a nation to inspect the program or we will choose one for you.

The first shipment of up-to-date inertial/satellite guidance systems has just lifted off aboard Kelanisian cargo planes, bound for Yn.

New fire-control radars and radar seekers, as well as cryogenically cooled IR seeker heads, will ship within several hours.

Tom Joad, should you attempt to forcefully introduce any inspectors onto our territory, we would consider that an act of agression, and react accordingly.

Kelanis, we thank you once again. Your equipment should prove most useful.

Are request is not major and is most obviously a sensible choice. Once again we state that the independent verification that your missile program is at the highest level of safety that can be achieved.
It would be acceptable in principle if one of your new found trading partners were to conduct the inspection.
It may of been a minor glitch for you but the next time it may be a missile carrying a nuclear warhead and somehow we greatly doubt that any nation will accept your assurances that it won't happen again.

We cannot and will not disclose any information liable to compromise our national security. We will, however, install all security equipment provided by Kelanis, and equip our missiles with self-destructs that will be activated should any become... lost.

A safe missile program and the knowledge that it exists is not a threat to your security but the lack of one is most certainly a threat to everybody else. Impartial observers need only view not record these safety measures, state your exact terms and this matter can be resolved with the knowledege that both sides are satisfied.

The Imperial Dominion would like to report that our missile defense shield recently shot down a rogue missile from an unidentified source. Thankfully, we have been able to determine that this was not the misfired missile from Yn, but instead an accidental firing of a test missile from our neighbor, The Sultanate of Buti Buti. The Imperial Dominion would like to extend any and all resources available to Yn in respects to upgrading your missile targetting and tracking system, as the Imperial Dominion boasts one of the most accurate missile targetting systems in the world.
