The lush green valley seemed to spill from the light fog that hung over the ground. The palace loomed over the valley, built in traditional Japanese style. A wail pierced the air, the sound of the engine of an F-86 Saber. However, this was not a F-86 Saber, but an F-5 Bokken, a modified Saber. The fighter banked, and another could be seen behind it. Inside tha palace, a new life was being started.

The Empress pushed, screaming, squeezing her husbands hand. The Emperor prayed to the gods that the baby would be a male, to continue the family blood line. And has he looked down on the form, the new life, he smiled.

The doctor didn't know what to do. The first born, the head of the bloodline, the future of the Kajiraki Empire, was a female. He braced himself to hear the Emperor's fury, when he looked over to see the man smiling, no, beaming with joy. "Shes beautiful," he said, looking at her.

The doctor sighed a breath of reliefe, and picked up the proper paper forms. "Waht shall her name be, your highess?" he asked, grabbing a pen.

"Ryoko. Her name shall be Ryoko, in honor of Ryo Kajiraki, the first Emperor of the Kajikari Empire." His words were the law, and it was recorded down. Ryoko Kajikari, future of the Empire.

Ryoko stood on the ballcony of the palace, her black hair tied up in a bun on top of her head. A single tear slid down her brown skinned cheek, as her personal gaurd whispered to her. Her father was dead, and it was now her time to take the place as Emporess. She was not married, and therefor, would be the first woman in control of the small island nation.

She nodded. She began to walk to the main state room of the palace, and sat at a table, and began typing. The message was brief, but concise, and she sent it out for world leaders to see. Her gaurd read it as well, and spoke.

"Your highness, do you think this is wise? We have lived in limited isolation for so long, I'm not sure it would be best for the people. The world is full of violence and hate, strife and war."

"Kagatishi, you are my most trusted friend. However, I believe it is time for us to be known to the world, to open our borders in order to know the world. To be seen. At 29, I still have yet to venture far beyond the hills, yet I am the emporess of a nation. I must know who we can and cannot trust, who we can and cannot ally with. And, it will be a way to expose our culture. Fear not Kagatishi, fear not."

Kel Szrkhast, Szraion

The message was plucked from the airwaves by the Ears of the Citadel wired into the antenna of the Citadel. From there a minor cousin took it up the steep spiral stairs to the Chamber of the Heart, where Xarian Szrkhast, Heart of the Citadel, held court.

The Heart accepted the message from the cousin, and read quickly, folding and unfolding the printout; a nervous habit.

"We can gain from this," he said finally, "Certainly we can gain from this. Sole contact with a nation, without the other Citadels involved, is worth much."

The other members of Family Szrkhast murmured agreement, from their positions in the Chamber of the Heart or their links to the Szrkhast network.

"We shall send a representative to this nation, this Kajikari Empire," Xarian continued. "Julia, daughter of Gaisz, brother to the Heart of the Citadel."

Xarian's niece stood, and bowed before her uncle. Not yet assigned to any of the Citadel's cyborg Arms, Julia was unaugmented, ranked above the teeming masses of the serfs only by her relationship to the Heart.

Thus, she was expendable; should the Kajikari Empire detain her or the other Citadels capture her, little could be gleaned from her, and more importantly, she could offer no access to the Citadel network.

"I serve, Heart," she replied formally, and Xarian smiled, well pleased.

"A Wing of the Citadel shall be made avaliable," he decreed, "And a pair of Hands of the Citadel shall escort Julia daughter of Gaisz brother of the Heart, whom I name Voice of the Citadel. Let it be done."

Some of the others of Citadel Szrkhast, Xarian knew, would be suprised, and some would be jealous; but one did not send an unranked envoy to meet a foreign potentate, and if Julia was Voice in name only, that would be of no matter.

The hot plateau winds were in full force as the little Szrkhasti aircraft left the landing field below the Citadel, carrying with it Julia, now Voice of the Citadel, and a pair of Hands of the Citadel, the augmented bodyguards and assassins of the Citadel.

To the Wing of the Citadel, however, wired securely into the sensors of his craft, the fierce winds posed no problems, and the plane headed west over the mountains, out of Szraion and the reach of most agents of the other Citadels, towards Kajikari.
