Virtual College?

With the interest in Phyrric's International Library System, the Department of Education wishes to perform a cooperative experiment with other Nations to establish a 'Virtual University'.

This would be similar to a distant learning program, but the difference is that there will be an actual 'traditional means' of Education where the students can attend the 'virtual lectures' and will be enrolled into the Virtual University, attend as expected as if really local, take notes, perform presentations, take tests, give speeches, and all other aspects of learning in the classroom environment....but all virtual.

The program will start the beginning of a regular session as students wish to enroll. Currently, the classes offered are all Arts and Sciences until the following term is implemented and funding is permanent.

Any and all Nations that wish to participate please contact the Minister of Education. Get your PhD in Psychology today!

We already have such a program integrated into our education system, albeit we have yet to expand it to include foreign education programs.

Our system is based upon a special distance learning curriculum that allows maximum program flexibility without compromising quality. The curriculum is structured into modules. Each module is designed so that students may take them by themselves without a teacher, or a class with a teacher arranged where they are presently based, or a purely virtual set-up with and “attends" classes of full-time professors at our state universities. Exams are scheduled at end of each month excluding the final exam at the end of the term.

It is a very popular program among stay at home parents, working students, farmers and their children, military personnel, field researchers, etc.

If we are to expand our system to include foreign programs, we would need to evaluate them first and gauge their suitability to our system.

The target market for the Virtual University would be the rural population, but available to all that desires to attend.

What differentiates this program from On-line/DL is that interaction will now be a possibility and happen real-time, "face-to-face" through hologram projections of the real instructors and students. Lectures will be available in teh native tongue of the instructor and the student, the use of international translators can record and replay all transactions that had taken place in this 'virtual classroom'.

The benefits for this program, when implemented into the Internation Community is huge. The Education level of citizens would be expected to rise since higher education would be made available to all without leaving your home, work, or play. Students can now attend this University from Phyrric to Edolia to Eris Kallisti to Pissed off Americans to Terra Malus, all simulatiously, thousands of miles away and interact as if they were sitting side by side in front of the same instructor that might be in Tiburon.

The benefits greatly outweigh the costs for this program and encourage all to participate, students, instructors and governments.

We have taken up this matter with the Ministry of Education. Our administrators would like to inquire as to how this program will be delivered.

Would local students need access to video conferencing facilities? If so, it is our administrators' opinion that this would negate one of the benefits of distance education as students would have to form a class and "attend" classes at a learning facility instead of being able to stay at home.

If indeed a different method would be used, how much will it cost? Please understand that most of our distance learning students are enrolled under the program because of cost considerations.

How will examinations be administered? Our students under the distance learning program are required to take their exams at the MoE office nearest to them. If this is unfeasible for whatever reason, the MoE contacts the nearest government office (usually the local police station) for them to administer the exam.

The Dept of Education sends:

Minister of Education,

The program of a Virtual College that is in the making will utilize technology that is currently available in the market. An and all classes that are currently in session throughout the Nation of Phyrric will be accessable via networking and the student can be present in a virtual state without having to actually attend that class in person.

Computer moniters will be established in each classroom that is actually taking place in Real Time that will be transmitting signals and have the ability to receive links from outside terminals for student to be 'present' from a distance.

To enhance the Education and reach a greater netowrk of students, professors will be available to lecture exclusively in a virtual reality realm. This would enable the professor to teach even out of his own home and an hour that might be better suited for other students and no travel is required. All the professor and student has to do is put on the necessary equipment, the glasses and gloves, link with the university interaction website, and class is in session. Tests will always be announced in advance and can be taken from the virtual interaction. Just click on 'test' and the exam will be administered.

I hope this clarifies some concerns. the technology is there and the resources are there. We believe it is time to bring Education to the students rather than students going to the Education.

OOC: I'd be very willing to have my nation join, but due to time constraints I won't be able to invest time in RPing. However, my ministry of education virtually rules the nation so consider money to be no objection.
