The Contested Throne (Open, semi-attention elf nations)

The nation was still rebuilding with the help that had come from the coffers of Langham. The bodies were cleared from the streets and people walked freely. But it was still a nation without a leader. The throne of dreams sat empty in the palace and not even the mighty elf lord Rilmandel, the former royal chancellor, dared sit in it. The camps of the trolls and orcs was pitched outside the palace, ready to resume war over the throne and rumors were that Na'Stor, the trollish general, wished to claim the monarchy for himself and his posterity. Like Rilmandel, fear of war and an inability to match the legitimacy of the ancient line prevented him from acting yet. Rumors were afoot that Rilmandel, acting with a certain reckless disregard for national dignity, had put out feelers to the more powerful elf nations for some measure of support. Na'Stor, having no such base of support, was resting his entire political position on the soldiers loyal to his command, and that was quite a great many soldiers indeed.

How is the government currently operating without a leader?
Is everything run like feudal medieval state where warlords and generals effectively have the power over government via military force?

((Everything is always run like a feudal nation cause it is a fantasy nation. It's just a feudal nation with no common authority above the Ducal or free burgher township level for the moment, which is the problem))
