Stormwell Island Lease Conference Begins (open rp)

03-12-2003, 13:53
Regent Edmund Vermillion presided over the opening ceremonies of the Stormwell Island Lease Conference earlier this week, welcoming distinguished representatives from nations around the world. The government of SteamEarth has recently decided to lease the airbase located on Stormwell Island as well as the deep-water port at the city of Stormwell to a foreign power rather than develop it directly. Representatives of over a dozen nations are expected to attend the conference yet details have not yet been released.

The nations are to attend the conference being held on Stormwell Island to propose why their nation should be allowed to develop the sea and air facilities In the Stormwell Island area. Interested nations are expect to send forwards a request which include any arrangements required, observers from other nations are also allowed to attend in the interest of international peace and diplomacy.

~~~~~~~~~~~~~~~~~~~~~~~
During the Conference a tour will be conducted of the base and the port on the mainland, a three course meal will also be laid, hopefully if the weather is fine, be held in front of the control viewing the runway of the airbase.
Note; Balmorals Light Bombers will be maintaining fly-by during the conference, battleblimps will also be on patrol ready with deapth charges should a sneak attack be made.
The lease consists of access to the military port of Stormwell and the airbase located on Stormwell Island.
Usage of both port and airbase only means the servcing (ie maintaince, refueling, etc), storage and restocking of either vessal or aircraft. For usage of the port and airbase a fee will be charged per annual, which is to be agreed on by all parties.
The nation of SteamEarth is the holding nation and so therefore is the only nation to lease out port and airbase. In times of war, allies will be allowed access to both port and airbase as long as;
1. The nation of SteamEarth is not forced into the war itself when the nation wishes to remain netural.
2. The lease will be discountinued should the nation of SteamEarth comes under unprovoked attack by the enemy.
3. The nation of SteamEarth will ONLY allow usage of port and airbase during times of war as long as the nations using both port and airbase agree to protect the nation of SteamEarth.
The nation of SteamEarth holds the right to evict any nations using the lease who break the guideline.
Regent Edmund Vermillion stood waiting on the tarmac in front of the main hanger for the representatives to arrive. The national flag was hung above the hanger doors, where in front of was a long table already laid out. There was a slight breeze coming of the sea over the sand dunes which made up the island.
Balmorals where lined up along several Defender fighter planes, ready for instant action should any trouble araise. Prime Minister Richard Clark stalked gloomily around the table, every so often raising his eyes to the sky above which were empty expect for one or two sea gulls. He sighed before turning to face Vermillion. "Regent, I believe that either they may have been held up or they decided not to come."
"Clark just give it time, I'm sure that they'll come."
The moment the Regent and the Prime Minister were talking the Athel Nora'n pilot finished informing Steam Earths air command that they were arriving to make sure that they wouldn't be treated as hostiles.
The Drop Ship slowly touched down sending a small shock wave of air from beneath it. Two specks on the sky that were "Furies" on recieving word that the ship landed took off and rejoined the light cruiser "Temper" orbiting above.
With a slight hiss the ramp fell and two men in over coats and face masks stepped out and took positions outside. A third man Dressed almost identicly like the first two only without the mask and in a peak cape marched out and headed towards the two dignitaries.
"Enryk von Claustrov at your service gentelmen. His Imperial might greets you through my humble form."
Regent Vermillion stepped forwards, right hand reaching outwards. "Greetings Enryk von Claustrov, pleasant journey I hope? Anyway welcome to SteamEarth, I am Regent Edmund Vermillion and this is my Prime Minister Richard Clark. Feel free to tour the base, our Balmorals and Defenders have been specially lined up for this event."
Clark shook hands then wondered off towards the control tower, whilst on his way there he yelled at an off-duty airman.
