Calling upon our Ion Tether research, which has provided us with our Cannons, we are hard at turning this research into a viable nuclear detonator for a pure fusion device.
At Kaukolastan Ignition Labratory (KIL), scientists are hard at work trying to find a way around the conventional nuclear fallout in devices. Hydrogen bombs generate no fallout in themselves, but their fission triggers still leave radioactive devastation for ages. Until now, there has been no way to achieve the heat and pressure needed to fuse deutrium. But not anymore.
By using compressing magnetic fields and a heavy ion beam fired through them, we at the KIL believe we can produce a nuclear warhead absolutely free of the hazardous fallout. Or test is due to commence on Kerblini Atoll in five days. Simulations have proven fruitfull, but now is the time to live test our prototype device.

Yes, I have a question: How does it feel holding the world's future in your hands, and able to vaporize millions in a matter of seconds, all for your own selfish needs? Hmm, how does it feel tyrant? How does it feel to be able to kill millions, when no one even deserves to take the life of one!? HMMM!?

Snappy Comeback from ISA Director:
"It feels good."
Official Response:
"It's for defense only, and would never be used for an unprovoked attack. Besides, it's safer than standard nuclear weapons, because it has no fallout. It can also be made impecably small and... hey, that's a good idea!"

Oh, right, no fall out... So, you spare the innocent civillian survivors (That weren't vaporized, or otherwise killed by the blast) some falling ash, but you don't spare the innocent civilians the Rediation poisoning, or the cancer that rittles their body! You would kill an entire city of innocents, to bring a nation down. Even if it is for defense, it doesn't make it right that you're willing to do that to people who are not involved with the war, but helpless people under the government you're trying to get rid of!
I have a question...
How does it feel to know that even as you have recently come into the nuclear age...hundreds of countries also have done this as well....and dont like threats of nuclear devastation, and may already have you targeted?
Does it make you nervous?
Or maybe it might make you think before tyou go about yelling.."global annihlation?"

For what? Testing a device? We have no ill intentions, and would be willing to share our technology with other nations in order to remove the world from the Nuclear shadow and into the future. There is no radiation that persists from these weapons, and they act like conventional bombs, albeit more powerful (500x per ton of TNT). This was not a threat but a declaration of our accomplishment. We have no desire of being drawn into a war that would destroy our nation.

KNN Reports:
KIL Announces New "Micro-Detonation Project":
"Our goal is to miniaturize these weapons into a usable size. Right now, they require a fixed power supply, but we believe that, with ample research and funding, we can achieve our goals of infestimally small warheads." Said Dr. Steuben, head of research.
Despite homegrown opposition from Nuclear protestors and international activists, the Defense Ministry approved Black Anvil for the desired funding, with Minister Vek declaring, "This project will guarantee our sovereignty."
The project is still relatively long term, with preliminary results expected at the end of the year. In other news, the Assembly passed a bill granting construction rights to a Hit to Kill vehicle on the Ion Tether Satellites, in order to defend Kaukolastan from the threats hinted by other nations in response to the Black Anvil project.

OOC: Can you explain the idea behind this in a bit more detail, please? I've been trying to think of ways to build nukes with no fallout for some time, but I can't come up with one that could be achieved with present-day or near-future tech.

Explosive Confinement Fusion (ECF)2
Fusion reactions release energy when two light nuclei combine. (Fission, on the other hand, releases energy through the splitting of heavy nuclei.) The underlying reason for the energy release is the same as that for fission - that is, the nuclei that are present initially are heavier than the products of the nuclear reaction; the difference in mass shows up as energy.
Pure fusion weapons (as well as fusion energy) have been unattainable so far because it is very difficult to create the conditions that enable a large enough number of nuclear fusion reactions to occur and generate a net output of energy without using a fission trigger. At close range, positively-charged nuclei exert repulsive (opposing) electrical forces on each other. These forces must be overcome if the nuclei are to be brought close enough together to sufficiently increase the probability of fusion reactions occurring. This is done by heating the fuel to extremely high temperatures (hence the term "thermonuclear") - comparable to or higher than temperatures in the interior of the sun. This allows the kinetic energy (the energy of motion) of the nuclei to be large enough to overcome the repulsive force.3
The most common man-made fusion reaction, and the one responsible for most of the fusion energy release in thermonuclear explosions, involves two isotopes of hydrogen: deuterium (D) and tritium (T).4 Deuterium is a non-radioactive isotope, with one proton and one neutron in the nucleus. Tritium, which has one proton and two neutrons in its nucleus, is highly radioactive.5 A fusion reaction between these two isotopes produces an alpha particle, which is a helium nucleus and a neutron.
The total energy released per D-T fusion reaction is 17.6 MeV, most of which is the kinetic energy of the neutron. While not achieving the levels of thermonuclear bombs, laboratory ECF facilities have achieved a significant number of fusion reactions (1012 to 1013 neutrons per shot).
All ECF schemes have two basic components: the fuel pellet and the driver. The fuel pellet contains the fuel, typically a mixture of deuterium and tritium, as well as other components. The driver provides the energy to the pellet to compress it to the high densities and temperatures needed to initiate the fusion reaction. Types of drivers that have been considered include lasers, light and heavy ion beams, chemical explosives, and electromagnetic energy sources.
The ratio between the fusion energy output and the driver energy output is called gain. A gain of one is required to prove the scientific feasibility of any fusion scheme. When the gain is less than one, there is a net energy loss and the fusion scheme is not viable.
There are two essential scientific and technical accomplishments that are needed to make pure fusion weapons. First, their scientific feasibility must be established. Second, they must be made small enough to be deliverable weapons. The National Ignition Facility (NIF), under construction in California, and a similar one under construction near Bordeaux in France (Laser Mйgajoule, or "LMJ") are designed to establish the scientific feasibility of pure fusion explosions. While the laser beams they use cannot be miniaturized into weapons, the goal of the devices is to achieve a gain greater than one. The ignition of the fuel pellet would result in small fusion explosions (see below for a definition of ignition and of nuclear fusion explosions). The lessons learned from these laser fusion experiments could be used in experiments using other drivers with a potential for miniaturization into weapons. For example, experiments on NIF could be used to design optimal targets for experiments using high-energy capacitors or drivers using combinations of chemicals and electromagnetic energy that can be made compact enough for weapons. Experiments with these types of devices are being conducted at Los Alamos National Laboratory and Sandia National Laboratory in New Mexico, the former in collaboration with Russia. One result of these combined efforts could be significant advances towards the design of pure fusion weapons.
This is the explanation on Pure Fusion from the IEEE. I bolded the methods I am using IC.

IC: Weaponization is nearly complete. The Pure Fusion ICBM is working, and we have several, but we are mostly concerned with the smaller variants. Our most "efficient" one is currently the size of a 1000 lbs bomb. Suitcase variants are on under developement.

The nation of Painful End declared war on Kaukolastan earlier today without provocation or reason. While we may have ignored his insolence as a foolish but harmless provocation, we have decided that threats of this nature against our nation will not be tolerated. In coordination with Project Black Anvil, we will be combat testing a small Pure Fusion device over his Capital at Zero Hours, NS Standard Time. If any nation objects to this plan on the basis of opposing the weapon itself, please respond here. If it is on the basis of not wanting to see this insolent country punished, post in his war thread. Thank you for your time.

KNN Reports:
A man stood in front of the camera in khakis. Behind him, trucks were rolling out of the KIL. He spoke with a slight British accent, "This is John Evris with KNN. Weaponization of the new Pure Fusion devices has been completed. Even as we speak, these new warheads are being deployed to Kaukolastani bases throughout the islands, and to the expeditionary units." Behind the reporter, the last truck pulled away, and the armored gate raised. "These weapons range from the standard ICBM to the thousand pound bombs on the strike aircraft, and rumors speak of artillery shells, rockets, and even suitcase devices." The camera panned to show protestors gathered outside, and soldiers holding them back. "As you can see, not all share the belief in these devices, and anti-government radicals have set up shop to impede our own nation in its quest for self defense."
A fighter jet roars overhead, low and fast. The sonic blast knocks the protestors flat on the ground. "The government has been gentle to these radicals, and is giving them more benefit than they deserve. This has been, this John Evris, KNN."
The screen fades to patriotic music and the Kaukolastan flag waving in the breeze before returning to the news.
