The Republic of Xanthal's Ministry of Science and Research has announced that the Chobits project has progressed ahead of schedule and will be completed early next year. The Chobits project's goal is to create human-like androids capable of preforming a full range of biological and technological functions. When the project is completed and production has begun, the androids (called Chobits) will be available to both official and public consumers.
"Chobits are the future of Xanthal, I have no doubt." says lead scientist Harold Carter; "They'll be able to provide physical strength, mental superiority, or even sexual prowess depending on the needs and wants of those using them. They are programmed as EIs, so they will learn, function, and act on their own."
Some controversy has arisen in the past few weeks as to the rights that will be granted the Chobits but the Senate has allayed the public's fears, the chairman stating in a press conference that "Chobits, from what we've seen, will be fully sentient and thus be granted all the rights of any Xanthalian citizen."
For now, the only existing Chobit is a prototype named 'Chi' being kept in the Xanthalian Research facility where the project is being worked on.

OOC: Xanthal, you do realize this is slavery, right? Exportation of Sentient beings, which I am reading as selling them.

Some people are going to want an explanation of this, I'm sure.

The decision on if it's slavery or not depends on who's buying, Kecha may well buy some.

Sentient Peoples: Your concerns are valid, but we assure you that there are no human rights violations and we are not selling them into slavery. Until they are activated, they are merely machines. We will always ship them before they are activated. They will be activated at their final destination, which will be considered their time of 'birth' and entry into sentient classification. Once they have arrived at their destination, it is up to the country housing them to care for them.

Kecha: Very true. Note that, though Chobits will be given free will, their personalities will be programmed to be strongly obedient to their masters.

Sentient Peoples: OOC: Sorry, I missed the OOC part. Well, everything I said holds true anyway. Also, they are not considered sentient until they are activated.

North-eastern Europe AND Sentient Peoples: Would you two like to be the lawyers for each side? North-eastern Europe, you could represent the side against the Chobits' sentience and rights; Sentient Peoples, you could be the side supporting their rights.

I'd like to join that RP... but what if one Chobit was installed with the ZERO system?

And I agree with Sentient Peoples, and refuse to buy any Chobits.

Lastly, Xanthal, don't feel too bad. I've been using Gundam Wing for 11 months and no one's complained...

Forget the trial... *sigh* I have an easier solution.

The Chobits project has been devided into two seperate projects, the Chobits and Chibits projects.
The Chobits project will use a new prototype designated 'Cho'.
The 'Chi' prototype has been allocated to the Chibits project.
The Chobits project will develop fully functional EIs. Chobits will be given full sentient rights.
The Chibits project will develop specialized-function AIs. Chibits will be given AI rights.

Um, some people, myself included, consider AIs sentient beings, even if they are low level.

Perhaps what you need to do is make them non-AI, or partial AI. Make them not creatures of stimuli->response, but stimuli->programming->response. Don't let them think for themselves, make them no more sentient than the computer I'm typing at.

AIs are not sentient. They have no actual intelligence, just programming that facilitates realistic response. They do, however, have rights. Just not the same ones as true sentients.

The Chibits project has been completed. Chibits will be available throughout Xanthal and the galaxy by special order only.

The Chobits project is still a month from completion; Chobits will not be forcibly exported, but other nations may send requests for Chobits to be filled when and if any Chobits consent to being transported to live there. The Xanthalian government wishes to stress that Chobits, unlike Chibits, are fully sentient and should be treated as such wherever they go. Any Xanthalian Chobits being treated unfairly in other nations will be removed from that nation's care.
