I have a request no. a Commission to seek from one of your nations, i wish to have something built. in secrete, a weapon of sorts, but one for defence.

I wish to commission the construction of two EMP (Electro magnetic pulse) cannons, capable of producing an aria of effect similar to that of a hydrogen bomb, wiping out or seriously compromising all electronic equipment with in this range (and possibly causing one or two bad headaches)
Size not a concern, i can accommodate any structure up to a few hundred meters
Firing rate is no issue, even if the device can only fire once a year, that one time will matter.

However, the project must be carried out in secrete. when complete i will travel with a transport ship to a pre arranged location and pick the apparatus and all relevant documentation on operation, and return incognito to my own home
Though i am a man of considerable wealth, my resources are not infinite, so therefor i can only afford an initial down payment of billion, and an additional payment of 2 billion upon delivery and successful testing of the device.

I forgot to mention something earlier which may be of some importance,
I am no terrorist,
I have no wish to rule the country i hail from,
I have been requested by my government to make this request, because they do not want to draw attention to themselvs.
the weapon will be one of defence, to protect from the threat of invasion. That is all.

However, thank you for your intreats, your question has raised an interesting point, which, when discussed raised several interesting counter points.
Firstly, at the moment there is no target for the weapon, it is, and i speak honestly [ooc: if your using telepathy he is telling the truth :)] when i say it/they are to be used in defence
Secondly, because there is no target, there is no time scale for the ‘attack’ because there is no attack. Ergo it/they would have to take up residence with me in my nation.
Thirdly, this raises the question of secrecy and security, how long will it/they live, where do its allegiances lie?
however if your people/creations are capable of manipulating the Ether with your minds, perhaps we can widen the criteria of the desired effect.
I wish to be in possession of a weapon which can disable all non organic machinery and electronics within the radius expressed in the initial brief,
this is impossible or at least highly impractical using our understandings, ergo the EMP is the only real solution.
