While "shopping", how can I pay/transfer money from me to seller?

a) to see your military budget:

in that form fill in teh text boxes and click the buttons
b) to transfer money, the buyer after saying what they want to purchase will say somthing like "*funds wired*" or "*Money wired*"

Generally people will appreciate a little roleplay with transfers though. And by people I mean it me, jsut something like a quick parlimetn sessions wit a breif chracter deabte over the issues or something. I mean rarely do world leaders sign over millions of dollars without speaking to someone else first.
