MSA Conducts World Survey on Sentiment Towards SeOCC

Given the wildy varying accounts as to how SeOCC is perceived, few of which have little to do with anything actually going on in SeOCC, the Ministry of Social Affairs has decided it important to understand how we are viewed internationally. Mostly this emerges out of the incredibly frustrating claims made by foreign citizens and governments regarding our nation that appear to be totally unrelated to reality. While we don't mind being called Stalinists, and understand why an anarchist would see us in such a fashion, we don't know how we got to be the head of the CACE.

Therefore MSA Officers will be sent to every nation in the world that will grant them a visa and retun to SeOCC with extensive survey data gained by street and door canvas, talking to the people on the ground level.

'I actually read a recent article in the newspaper about that. They say they would like to increase cultural, academic and scientific contact with CACE nations such as Anhierarch and Seocc, but that CACE policies prevent it'

'Well, TVC is neutral towards Seocc and CACE, and won't act unless provoked. And neutrality is never a bad think, ain't it?'

'Yes, I'd love to visit their universities and museums, and talk with some of their denizens!'

'I think I would allow them more contact with the world outside Aperin.'

'Yes, I seem to recall Seocc perceived our wargames as preparation for an invasion. And TVC told them invasion was not the purpose, but was not believed. I guess Seocc should listen to others a little bit more often'

Our government? You mean the people of the Union? We're allied to them through CACE and have extensive economic ties, as well. We offered to send them volounteers during the Skargarden crisis.

I voted in favour of joining the CACE, so yes.

Probably, but I think that I'll spend the next holiday grant on the Weegies and get some sun. I'd love to see the arcologies, though.

Well, that'd perhaps be to change their economy to a socialist one, but if that happened it wouldn't really be SeOCC anymore.

The people of Seocc are generally well off, but they have no little or no say in the actions of their government and they are certainly not free.

They claim it's neither. But it's pretty close to socialism, with a couple of modifications.

Sure I do, how could I not? They are the informal head of the anticapitalist coalition called the CACE. Well, their government is more equal then others I suppose. They more or less lead the Aperin Economic Planning Board too...


2) Where is it?


Central Aperin along the western coast. Near the Nieuw-Nederland colony bordering Skargarden, Svea Riga and several dependent states.

As far as I know they so have some sort of pseudodemocratic political structure, or an excuse thereof. However they are basically a corporate technocracy. Their economic system is controlled by... oh? that's the next question?

It is neither. Actually it is a post-ex planned economy which has integrated elements of corporate government into a welfare system based on socialist ideals. That is - they do not follow Marx's teachings fully but have incorporated some of their ideas.

I do know they have a very agressive economic policy. I had to deal with a reseatch project related to it at work. Somehow they are as bent on expanding markets as any capitalist nation but they go about it carefully. They always mask it as something else.

Well... actually not much is known about that. I do know they have these "data havens" which basically steal any unprotected data. So it's a black-hole culture for as far as I know. They have never communicated with Knootians though, or set up any kind of exchange programme that I know of.

I wrote a thesis on economic systems in the NationStates world in university and their system was really one of the unique ones. So I learned a little bit back then. Oh, and also I recieve regular updates on various countries at work. I don't really need to, but it's a personal interest.

Since the recent incidens they cut off contact. I believe they want to keep relations cool and avoid too much contact untill things have settled down and readyness levels are back to normal.

But you never know exactly what is going on in the Foreign Affairs dep. these days...

Hmmm... I think that SeOCC and Knootoss just have incompatible economic paradigms. We live in a different percieved reality, so to speak. I don't think we stand to gain anything by intensive contact, however I strongly disagreed with the government decision to withdraw our ambassador. I belief there should always be some kind of back door for negotiations. Especially with that Christian colony nearby we should not make enemies out of them. At least not in a military sense.


9) Would you ever consider travelling to SeOCC?


Well... I would like to see one day how their economy works. It looks very interesting in theory but I can't really say how this works out in practive. And exchange programme for economists would be very nice. But I doubt that it is ever going to happen.

Well... I respect every nations right of sovereignty. I believe it is wrong to force change upon another nation. However from experience I think I can say that their people would fare well with a government that is less adversarial. And perhaps maybe even a bit more consensus-based. Their agressive economic policies do not help them to make friends too...

Of course! Not only because it's our ally, but also because I'm studying its system along with systems of other CACE countries for my degree.

2) Where is it?

The central part of the western coast of the continent of Aperin, just north of the Skargarten De-militarised Zone.

3) What do you know about their government? For instance, is it a democracy? A dictatorship?

Neither totally, as far as I'm aware. See, we haven't got to their political systems yet, we're doing the economic system. But I'm sure that there is some sort of democracy in SeOCC, if not a total one.

4) What do you know about their economy? For instance, is it capitalist? Is it communist?

It's called a "corporate technocracy" - bit of a mouthful, I know - and um... I really should have read that book about the SeOCC economy... I think its to do with "experts" in charge of how the economy is run, since I do know that technocracy means, in simplified terms, rule by experts. I remember something about it being a totally non-monied economy as well. I think I know why it's like that though, and not like any other anti-capitalist countries I know of. To establish a form of socialism that would placate the Professional Managerial Class that arose in the 20th century. I should really study it more - it's a fascinating structure, even though I wouldn't want it established here.

5) What do you know about SeOCC culture? For instance, music, art, movies, media and so on.

SeOCC culture's a mystery to me, to be honest, although I'm sure I read something in the Star about SeOCC artists. Can't remember much about it, though. The arcologies and the Data Havens I've heard about don't really count as culture, do they? Although the Data Havens allows a lot of free access to cultural items.

Partly through domestic and international news, but mostly from my course (History and Modern Studies: Aperin Countries)

7) What is your government's policy towards SeOCC?

One of alliance, but I don't think ties will get any closer between the two states. Some parts of government seem a bit suspicious of the political and economic model of SeOCC to get much friendlier with them. They've normally seemed to have kept SeOCC at arms length, so to speak.

8 ) Do you agree with this policy? Why or why not?

The alliance policy I'm fine with, it's just the suspicion that SeOCC are viewed with by parts of the government I have a problem with. Being outwith the CACE for such a long time made us vulnerable, both economically and militarily. I think closer ties with SeOCC must be made to ensure that this vulnerability doesn't arise again.

9) Would you ever consider travelling to SeOCC?

Only if I was more aware of it. In a couple of years, probably, I will be. But for now I prefer trips to Xikuang. I love mountaineering, and Xikuang provides more than enough challenge to keep me happy.

10) What is the one thing you would change about SeOCC, if anything?

I don't think I could change such a unique country.

You know, that's a fascinating question, we were actually talking about that at the last Current Affairs weekly gathering in the village. I mean, capitalism, communism, it's so binary, isn't it? From what i hear, SeOCC is not really either one. And good for them, like, we're neither one too. I mean, pure captialism and pure communism are both ideologies and any ideology taken to extremes is violence done to the human spirit. But you want some specifics, right? I know they call themselves a corporate technocracy, they hate capitalism but they still have this cult of the expert thing.

Geez, city of artists, ain't it? From what i hear, they have all these artists sitting around, and living in these giant pods what else do they have to do but make art? Why not be friends with everyone? The trade deal seems to be helping the economy, at any rate. So yes.

The MSA has compiled an early progress report on the global survey, and wishes to thank all those who have taken part to at this time. We intend to continue sending our Officers to any nations that will take us, and are very appreciative for your time and participation.

I would like to note that it is the MSA's policy, as clearly stated when this initiative was announced, only to travel to nations which grant us visas. Clearly the Menelmacari authorities kidnapped the unfortunate Officer who ended up in their country, for we surely did not send him there. We expect some kind of explanation as to why someone we didn't send ended up being pushed around at gunpoint, and some kind of compensation for the intensive therapy he will need to get over the rather traumatic experience.

Also, all further surveys in the Weegies and Xikuang, due to certain environmental factors that have nothing to do with yaks or old fisherman, will be done via phone.

Your demand for compensation is sufficiently laughable not to merit response. As for an explanation, as your officer was informed, Menelmacar does not grant visas to nationals of SeOCC.
