Why do i keep on getting the same issues all the time? I keep on getting the same issues that i have already decided for. Why?

Why do i keep on getting the same issues all the time? I keep on getting the same issues that i have already decided for. Why?If you get the same issues in a row, it may be strange coincidence, but despite of this, it happens because there are only 77 issues and they appear more or less random.
