To the Führer Carlos Quil'raya of Iraqstan and the Dread Lady Nathicana of the Dominion, from the Domina Rene Seingult, greetings.

As the Dominion has no major orbital shipyards of it's own, Division Nine (the Space Command) is interested in hiring the use of the NDA shipyards administered by Iraqstan for the construction of Horus-class freighters, with the possibility of further work as the Space Command expands.

All materials and construction personell would of course be supplied by Tsaraine.

We are most interested in hearing the opinions of our honoured allies upon this.

In regards to your request for shipyard usage it has been discussed with the department heads of Iraqstani Space Control and we have all agreed. In the recent history of our two nations being allied the Dominion of Dread Lady Nathicana and the National Socialist Empire of Iraqstan together constructed an orbital shipyard facility which is open to NDA use.

As such we are honoured to extend our offer to you to use our shipyards for construction with an anual payment or any other payment arrangement you wish to offer of 125 million credits or the equivelant in natural resources with a favour towards Iron ore and other metals capable of being used for construction.

This offer remains open to you for as long as you require and I would like to personaly extend the offer for you to propose a payment method of your own likings if the above is unacceptable. I look forward to your response.

After consultation with the Domina on this, we have come to the conclusion that this is an acceptable offer. Iron ore is readily avaliable, as are other similar elements, and iridium should you deem it useful.

However, this price would of course have to be shared with the Nathicani, and we await their opinion on the matter.

I am happy to announce that the last of the thirty Horus-class freighters has been completed, and the H-030 will soon be leaving drydock at the Alliance shipyards.

The final installments of the payment will shortly be arriving at your nations.

My thanks to both Führer Quil'raya and Dread Lady Nathicana for their assistance in this profitable cooperation.
