TIP: A better way to get people to join your region is to make it headlines by having a good RP there. The region of Bigtopia is a good example. Bigtopia was never advertised, but took off in its first few days because a good RP took place there.

No, it's not. Our cells recieve orders from our secret headquarters, and we've actually very well coordinated. Also, our cells are capable of operating independantly of central leadership in case our headquarters is taken out.

Obviously you don't understand the fundamentals of a terrorist network. You can't declare war on a terrorist network. You'd hav to send forces into the nations that we are in, which will not go over well with them. BUT, by sending in "forces", you will be proving that you are indeed not a terror network.
