Revoluion in Ruenland (Also want to start a war)

Last night there was a military coup lead by Randy Rifkin, a rouge general in the Ruenland military, he is a very brutal dictator passing many laws that are seen as crazy by most people.
With the strong economy and over a billion people in Ruenland, he is now looking to expand Ruenlands borders and invade other countries and form aliances with other courrupt dictators of the world.

Well we can invade Ruenland and kill your evil dictator. Only thing is we'd have to take you nations as payment....
no, i want a real role play, and I dont want ruenland taken over, but maybe something diffrent than that, any more ideas? because im not going to give ruenland up

well someone think of some idea, and btw ruenland isnt really a new nation, it was deleted a while ago then reactivated (if you dont believe me, look at the population)

Question: What's Ruenland's tech level? future, present, or something else? I can fight you if you're in future tech or perhaps some wacky kind of setup like the steamEarth set up.

OOC: Some nation could decide to eliminate General Rifkin because he's nasty, I'm known for my Special Forces, I could try and rub him out, and also kill certain people to make sure a good person would take his place, that could be good RP material.
