I, Emp. Ryo-Tan, hereby set down these regulations for the Holy Neonic Inquisition:
I. All accused heretics, but without sufficient proof, shall have a fair trial.
II.All heretics proven of Murder for Religious purposes shall have a painless penalty of death.
III. All Heretics that have not been proved of murder, shall be sent to Heritaven (http://www.nationstates.net/cgi-bin/index.cgi/target=display_nation/nation=heritaven) for life with a mandatory Punishment of the severing of the convict's dominant hand.
Heritaven is a island 100 miles from the Neonic East-coast. It is governed by a dictator chosen by me. The heretics may trade and sell stuff with each other. But they may not have contact with the outside world. A fleet of ships will patrol around the island to enforce this.
