The only reason why people go to war is for a number of factors, you just can't declare war on somebody co's either you want a war or you just don't like them.
Going to war has to be becuase of reasons, civil wars mainly happened co's the people think that the gornment is treating them unfairly.
There are other reasons, see Skargarden Island for example.
