Kasei hits budget problems

Reports from Flagstaff today indicate that the Imperial Province of Kasei has run into busget troubles, presumably brought on by the sudden economic downturn back on Earth. This does not bode well for the terraformation projects currently in progress, the Aonian branch of which has already suffered major settbacks due to unidentified offworlders' interference. Lord Royen's secretaries have said that the plan to build a trans-Noachian pipeline will go ahead, but work in Promethei to run a pipeline to the shore of Mare Hellas will have to be put on hold. In addition, construction of new Maglev lines will be postponed.

In order to relieve some of the deficits, Flagstaff has been considering selling exces electrical power off-grid to neighboring nations, but revenues from this are likely to be low. Despite cutbacks, Noachian planetologists have proceeded with lower-cost projects, such as outlining a proposed Noachian watershed, possibly to be presented at the Mangalan Peace Conference currently underway.

When asked if involvement in the Kajalan situation was an attempt to stimulate the economy through military spending, Lord Royen called such notions, quote, "preposterous", saying that "Kasei's interest in the Kajalan situation is purely to ensure internal security, and the security of Mars as a whole. Besides that, it's simply the right thing to do, to help your neighbor when they are in need. It won't be good for anyone, Kasei, Sunset, Wazzu, and Qaaolchurav especially, if Kajal descends into war." When asked where funds for military intervention were coming from, Lord Royen said, quote, "why do you think we've cut back so much on the terraforming?"

Private Couriered Message to the Head of the Imperial Province of Kasei

After watching the report today on the current budget crisis I took the opportunity to reflect on how much the terraforming undertaken by Eniqcir has impacted our nation. I also thought on how little we have given back in exchange. Therefore as a small token of our appreciation we would like to donate a sum of 1T DC per year for the next 4 years directly to the terraforming projects.

Martin looked over the message, and handed it off to Gansarek.

"What do you make of it?"
"Looks like they want to give us money."
"Well, I know that. What's this one-tee-dee-cee thing? Is that a trillion something? Seems like that would be a bit over the top."
"I dunno. Probably a thousand. Just accept it and we'll find out how much it is when we get it."
"You're probably right. Eh... maybe they did need a military guy to smooth the transition from Provisional Government to Imperial Province, but I think it was a big mistake to not replace me with a better diplomat as soon as possible."
"You're too hard on yourself. Just write the reply."

My government and I are grateful for your generosity.I wonder, though, is there any particular goal you had in mind? Several of the cut projects involved local landscaping as opposed to global terraforming, and would directly benefit Sunset. Perhaps this would be a good time to bring our proposals to you?

OOC: Nyet. Is only capital of Kasei Province, and then only because nobody was imaginative enough to change it when they got rid of the Provisional Government, aka Federation for Law And Government, which was naturally based at the F-L-A-G Staff Offices. Hence, Flagstaff.

The donation is purely without strings - It can be used for any project you desire. If you wish to do a demonstration of the planned projects before the Senate I'm sure such could be arranged and would be very interesting and appreciated.
