If the nation creates a thread:
If a fantasy nation explains the capabilities of their army/characters at
the beginning of a thread, it should be ok. If they suddenly introduce a new power mid-battle then it should be considered godmodding.
If the nation joins a thread:
It should be obvious whether a character is over-the-top. The aim, after all is to create a good RP. If they are not sure whether their character/army/etc. is suitable, they should OOCly ask the thread creator.
