Xikuang joins ACEPB and ACPB

Following protracted discussion in locality and provincial councils and committees nation-wide, an approved simple majority vote has determined that Xikuang will join the Aperin Central Economic Planning Board and the Aperin Central Political Body. This move comes following a brief, but critical period of chaos in the Serene Socialist Republic attendant to the temporary collapse of government, and as proponents from the Federated Communes of Free Outer Eugenia continue to support rogue communities in Empire and Tellenic Aperin who are violently refusing to integrate in defiance of national policy. Though support was highest in areas hit hardest by the upset, the decision was overwhelmingly approved throughout the twelve Provinces and notably in fertile South-eastern Sziqi.

"The move only makes good economic sense." commented Elected General Councillor Zhe Xexin, Chair of the Elected General Committee for Economic Affairs. "Our neighbours to the west and to the south are members of the ACEPB and ACPB, and it will be of benefit to all of us if Xikuang participates in the planning of resource productions and distributions in partnership with our neighbour states." Xikuang's decision to join was met with approval by representatives of member nations, the area now encompassed by ACEPB and ACPB participants now forming a substantial bloc in North-western Aperin.

The Aperin Central Economic Planning Board, based in SeOCC, sets macro-policy over productions and resource consumption over member nations, preventing over- and under-productions or accidental competition between member nations and tracking windfall productions and unforeseen shortages. It also sets macro-policy for long term capital growth. The Aperin Central Political Body, based in Terronos, consists of a representative from each member nation, acknowledges and addresses the concerns of citizens and is a vehicle for monitoring the ACEPB.

When asked whether difficulties such as those occurring in Tellenic Aperin and Empire were anticipated, Councillor Zhe admitted that the vote by simple majority had been taken precisely to gauge national over regional opinion, but dismissed the suggestion that there might be violence. "The vote was taken nationally, but if you look at the reports from the regional councils, you'll find most very much in favour, especially in those regions which are highly productive, which is a telling fact. Those localities disagreeing are expected to take their grievances peaceably to the ACPB." Locality Council Chair Khaolun Khynjie of Tseninghenla, Lhai Province, one of the regions not to approve the decision, comments: "People are tired of disruption to basic services after that whole XSCA nonsense, and nobody wants violence." she says. "The majority of our constituency disapprove of the move, but there are perfectly viable channels through which we can go should a decision be made for us that we cannot tolerate. We'll see how it goes."

The selection process for representatives to the ACEPB and ACPB is underway, and the full integration of the Serene Socialist Republic of Xikuang into the ACEPB and ACPB will shortly be complete.

MoI Release: ACPB and ACEPB Welcome Xikuang With Open Arms and Requests for Butter

As Xikuang announced they had accepted the invitation to join the ACPB and the ACEPB, the response was overwhelmingly upbeat from those within both organizations. Speaking while having a smoke on the steps of the ACPB office in Terronos, Vinny Williams, a staff head from Hydrology and Waterways Office, had this to say:

We are glad to welcome the people of Xikuang, though I can't help but wonder what they're teaching in their schools. They keep calling us the AEPB, and can't tell the difference between east and west. Frankly about the only thing we'll be importing from them will be that yak butter, which is really great in tea. I can't stand to let it go rancid, though, I guess it's an acquired taste.

Mr. Williams later apoligized for his remarks and admitted he loves rancid yak butter. More serious representatives from the ACEPB had slightly more informative statements to share.

Some have argued that Xikuang's membership in the ACEPB is largely pointless, since their economy already linked to SeOCC's, and thus the ACEPB's, through the CACE. And with the Trade and Production Board being planned it might seem ulitmately redundant to coordinate the ACEPB economies and then do the same in the CACE. However, what they are ignoring is the chance to link economies of nations that actually border each other, which will reduce transportation costs significantly, and so when we go to the TPB we can represent the ACEPB and have data for this entire region, rather than have to sort out every coutry's concern with the rest of the CACE.

The spokesperson declined to speak about the uses of yak butter.

Bombarein was no economist but he knew what power this organisation had displayed in the past of nations such as Empire. And we're probably to blame too he added mentally. "Latest developments have been driving them in a corner."

He sat down in his office chair to write his report.
