The Admiral Henderson, currently commander of Independant Pltuo's fleet, goes on live TV to give a speech regarding the recent battle with pirates. He hurries to the podium, looking tired. The cameras start rolling.

"Yesterday, the conflict for the Kuiper Belt ended, or at least paused. After a fleet of pirates moved in on Sol with swarms of fighters and at least two capital ships, it took three nations to repulse them. The cost of the defense was high. 97 brave crewers of our fleet were killed. Most of the dead were the crew of the IPS-047, a Missile Boat. When they took a fatal hit, they didn't just roll over and die. They stayed with their ship and flew into the core of the enemy fleet and destroyed dozens of enemy ships in their final explosion." He paused to take a sip of water.

"With the help of our ally Lunatic Retard Robots, they seem to have retreated. We share great sadness with them, for they lost men and women too. Please bow your head in a moment of silence."

The crowd that was there bowed their heads, and so did many of those watching on television.

"This day has been declared a day of mourning. All jobs and schools are off today. Are there any questions?"

"Admiral! Admiral! ..... Sir, what do you think of the Capsule Corporation's Anti-Pirate tactics involving the massive rewards offered for any pirates brought to Triton? They seem to be have put a good dent in Piracy by turning them against each other. What do you think? Will you adopt a similar policy?"

Which is why The Capsule Corporation does a thorough background check on every ship brought in... if not even as much as a recording of the conversations between the ships is brougt forth, then there is now reward.

There are many smaller rules and procedures.

basically, if you can prove someone is a pirate, then bring em in, and you'll get a reward ;)
