Siosia: Seeking Arms Contract

Statement Issued by the Siosian Department of Defense:
While understanding Siosia's current vulnerability to errant, hostile nations; the Department of Defense is seeking to negotiate an exclusive arms contract. All bids will be examined; however, we are ideally seeking a ten-year contract that will supply all of our required munitions from a single country. This contract will account for Police and Military forces, although specific details will not be released. Over the course of the next ten years, we plan to graduate our weapon’s supply to accommodate the population. This is the list of the desired arms in terms of population*:

Light Arms – 2%
Assault Weapons - .08%
Light Artillery - .03%
Specialized Weapons (As to be defined with the selected buyer) - .006%
All ammunition necessary

Our limitations for weapons within these categories are simply that they are reliable, reasonably priced, and technologically advanced.

We hope to be able to work closely with the selected supplier, and develop close diplomatic bonds. If things go well, and the contractor is capable, we will expand the contract to include facilities and vehicles. Siosia appreciates all of the placed bids, and hopes to maintain close diplomatic ties with all of the countries interested – even if they are not selected.

*Please note that while expected population figures have yet to be drafted due to insufficient data, we are expecting very strong growth due to the influx of immigrants and high standard of living.

Public Statement by the Siosia Ministry of Internal Affairs
Upon conference with a scholar, Mr. Patel, who teaches sociology at the Axium University, we are predicting that a rough estimate of the population in ten years is going to be approximately 40,000,000. This number was obtained through an exponential formula, so some small descrepencies could throw this number in either direction.

In regards to the Military Department's earlier statement, this number may be used as a rough calculation for the proposed inventories.

While definitions of modern may vary, Siosia is currently near the cutting edge. In recent years there has been remarkable capital investment, and the infastructure is slowly catching up to meet it.

[Okay, let's get with the IC post, then...]

The Federation would be happy to take on this contract from Siosia; given out production capabilities and excellent reputation we feel we would be a worthy and capable choice as supplier.

In terms of costs, rough estimates of costings can be prepared if required, and the Federation would be happy to welcome a Siosian diplomatic party to view our products prior to any purchase if this is desired.

Costs are of course the most pressing matter. You may examine the budget as provided earlier. The current budget will only allow us to allot an additional 12% on the measly 3% being used right now.

While your word is surely true, we will require an examination of the technologies that GMC Military Arms is prepared to offer. If possible, the Department of Defense would like to dispatch a group of 15 to examine the facilities and weapons first hand.

Furthermore, it would be greatly appreciated if a small list of former clients could be compiled.

A convoy shall be dispatched within the next few days with myself onboard. I expect our visit to GMC Military Arms to be a fruitful one.
