Translator's Note: This constitution was translated from Asham, the traditional language of Athamasha, into English, Esperanto, and Latin. This is the English verison as I translated it. It is the so-called "Horowitz Constitution," the version passed by Mr. Horowitz. -Rectorius Turris
Preamble
The People of this Great Land, now unified after their struggle, shall hereby be united in a Community. This Community shall not be disunit, nor unwhole as long as it stands as it is thus established. The fabric shall be complete and not broken down except as layed out hereby.
Fundamental Rights
Every citizen shall have the following fundamental reasonable rights: to own property, to organize in a manner of their own choosing, to nonviolently protest the actions of any entity, to increase their holdings, trial by jury, to be free from torture, to be free from search and seizure, quatering troops, to health care, and to education.
Every citizen shall have the following fundamental absolute rights: free speech, to publish, to an income resulting from work, to transport their legal goods and services within Our Borders, to conduct themselves in whatever nonaggressive manner they choose within their own homes, to sell their labour, and to see nonsensitive workings of government.
The right to vote shall be invested in every healthy male and female over twenty years of age deemed to be of sound mind and body. The voter shall have freedom of conciousness during eir vote and eir vote shall be private.
Discrimination
No citizen may be have their rights abridged nor be discriminated against in the hiring practices of any nonreligious private institution on basis of class, race, sexual orientation, religious affiliation, or governmental status.
No citizen shall have their rights expanded or abridged on basis of race, gender, sexual orientation, national origin, political alignment past or present, or religious affiliation.
The Parliaments
There shall be two houses of Parliament: the Tribal Council of Athamasha (Translator's Note: This is known by its Latin Acronym, CTA -RT) and the Supreme Council of Athamasha (usually called the CMA -RT).
Every five years, there shall be a General Referendum in wartime and in peacetime. Each voter shall cast a ballot for whichever party they choose and the canidate which they choose.
The CTA shall have two hundred seats, the makeup of which shall be determined by the percentage of votes each party recieves.
The CMA shall have twenty-five seats each with a life tenure, which shall be allocated thus: five shall be elected through the General Referendum, five shall be chosen by each of the top five vote-getter parties in the last General Referendum, five shall be chosen by the other members of the CMA, five shall be chosen by lottery from the roster of citizens deemed fit to do so, and five shall be elected by the CTA.
Legislation
The CTA or the CMA may propose bills. If they are sucessfully proposed according the customs of the particular house, the other side must pass them by their own customs or they do not become law.
Figurehead and Symbols
The official figurehead of the Community shall be an image of the full CMA seated around a circular table. The Arms of the Community shall be azure, a bar sinister vert, with a benze to the dexter and base. The national animal shall be the emu, representing grounded community.
Bureacracy
The composition, creation, and destruction of the various ministries shall be conducted entirely by the CMA according their custom. The funding thereof shall be controlled by the CTA.
Judicial System
The CMA shall act as the Supreme Court and the lesser courts shall be considered part of the Bureacracy.
Delegation of Powers
The CMA and the CTA may delegate any of their powers to any part of Bureacracy according to their respective customs.
Likewise the Bureacracy may repatriate these powers back to their original owners at their own discretion or at the bequest of the CMA or the CTA.
Religion
No part of the government may either subsidize or discourage religion.
Ward-States
The Community may choose to take on Ward States. Each of these shall have a government organized according to their custom with a Warden who holds supreme power. The CMA shall chose the Warden. The Warden shall not abuse his power over the Ward-State.
Amendment
Any part of this constitution may be amended by a four-fifths vote of the CMA.
