In an effort to bolster the failing economy and to deal with the abundance of law-offenders within the Imperial Dominion, the Emperor passed the Slavery Act to deal with the situation.
....any and all heretics who have been banished to refuge within the hallowed halls of a Neo-Wuwian correctional facility or prison are hereby put under the direct authority of the Neo-Wuwian Military for use as forced laborers. Resistance will be considered treason and the heretic will be subject to execution. The heretics will serve as slaves until their court sentence has expired, following which their citizenship would be revoked, and would have to be re-earned through standard protocol....
The only resistance expected are from the family members of the slaves, which will still be considered minimal.
