Nightshade Carrin, instated as Xanthalian dictator only a few years ago, has achieved top popularity ratings among Xanthalians. Hers are the highest rankings in the polls since Zeke Zabertini's final 99.8% approval rating at the time of his death. Nightshade Carrin's latest polls place her with a 98.3% approval rating and a 0.013% disapproval rating. Her average rating since the time of her election is 91.4% approval.

I should note that approval ratings like that suggest both her and Zeke are worse than Saddam Hussein, since the only explanation for them is that people are afraid to dissent.
No leader is capable of actually pleasing everyone consistently, sorry.

IC: Why should any of our citizens be afraid to dissent? There is no punishment for disapproval of the government, and if less than 50% of the population is displeased with a dictator they must step down.

And the reason it's impossible is because everyone has different interests, goals, priorities, opinions, positions, etc. By definition, absolutely any law you pass to help one person will screw over at least one other. And doing nothing will please nobody. This is the inherent difficulty in being a leader, you've got to aim to please most of the people most of the time - because that's as good as it gets.
Now, it may be that Xanthalians are all clones of one another with the exact same thoughts on every single issue... but damn, it would creep me the hell out to live in a place like that. It's inhuman.

Whatever... I suppose that makes sense, if it makes everyone think like everyone else does. But then you'd never get 50% dissent anyway.

It doesn't make anybody do anything. Even the knowledge sharing is voluntary. The system is just designed to make as much information accessible to as many people as often as possible. It's part of our quest for knowledge. There are strict guidelines and safeguards on it's use though, to prevent false information from making it on to the system.
