Community of Gurthark Seeks Congenial Region

[OOC: I'm not 100% sure this is the right place for this post, although Gurthark's relationship with the U.N. is an important reason for making it. Mods, if it belongs in another forum, please move it, and accept my apologies.]

--JOINT COMMUNIQUE FROM GURTHARK FOREIGN OFFICE--

Fellow United Nations members,

Gurthark has prospered in its current region of Utopia. Unfortunately, with the departure from that region of one of our endorsers, we have found ourselves unable to lodge United Nations proposals. Participation in the United Nations is extremely important to us, and lobbying our fellow region-mates has so far met with no success, so we are looking for a region that shares our values and where we could be assured the necessary two endorsements to lodge United Nations proposals.

First, what we can offer a region: As you know, Ms. Googleplex is a regular participant in the United Nations forum, and is an aggressive lobbier. We will staunchly support (and of course endorse) any delegate who generally shares our values (and we would only be comfortable in a region with such a delegate), and we will do our utmost to support legislation put forth by our region-mates. We also have one of the better educational systems and scientific establishments in the world, and would be more than happy to share our extensive (though primarily civilian) scientific terminology.

Second, what we're looking for in a region: We would like to participate in a region that shares our general outlook and interest in civil and political liberties, protecting the commons, and protecting the poorest members of society. In particular, we'd like to move to a region where the delegate, and most of the members, meet both of the following descriptions:

1) Government type from among the following (in descending order of preference):
- Civil Rights Lovefest
- Left-Wing Utopia
- New York Times Democracy
- Liberal Democratic Socialists
- Left-Leaning College State
- Scandinavian Liberal Paradise
- Inoffensive Centrist Democracy
- Democratic Socialists

2) Civil Rights and Political Rights levels of "Very Good" or higher.

Since United Nations participation is our primary reason for the switch, we'd also like a guarantee that at least two nations in the region are willing to endorse us.

Well, I can get you two endorsements in my region, but we have no civil-rights lovefests, and many non-lefty nations (in fact, take out my puppets and little over half of the Ftriendship's Nations met your criterion.

We'd be more than happy to have you in my region (Democratic Underground). Most of the nations meet your criteria (except maybe for Political Freedoms), and it'll be quick work to get you two endorsements.

We in Gurthark thank the representatives from Qaaolchoura and Goobergunchia for their offers. Unfortunately, our constitution is fairly unambiguous on the political freedoms requirement--for the delegate, not the other nations in the region. However, we are finding that this single requirement is proving quite an obstacle to finding an appropriate region (we've had several offers, and had to reject all of them for exactly this reason); we are scheduling a constitutional referendum within the next few days to give our voters the chance to amend the requirement. The Foreign Office (headed by myself and Ms. Googleplex) is going to recommend that voters repeal it; I can't yet speak to the intentions of the Departments of Science and Nature, Health and Social Welfare, Education, or the Economy.

We have noted the activity of both Qaaolchoura and Goobergunchia on this forum, and believe that, on most matters, they would represent our views well. Should our voters approve the constitutional amendment, we would be happy to move to the Zhaucauozian Friendship or Democratic Underground.

(We do have one lingering concern about the Zhaucauozian Friendship, which is that the attitudes towards homosexuality of the White Party and our membership in the Coalition of Universal Rights may bring us into diplomatic or possibly even military conflict. This would obviously be a matter of grave concern, and we'd like to check with the coalition's Council before making such a move.)

OOC: Oh, you just need the delegate to have very good political freedoms?

smi-IC:I do have PF of exactly "very good." (OOC: but with the new issues I am not sure how long that will last semi-IC)

As for The White Party, he generally minds his own business, and I have a policy of no ejection for my region(unless you are a rule breaker or a region crasher), but this is the second such complaint I have heard, and so I will watch him (he threatened to leave once before if I did not add him to the map {OOC: this was before I figured out the the content of the website was in the pop up window that I kept closing semi-IC} and I explained that I was having difficulties uploading the new map {which he was on}).

We understand whatever you chose to do of course, and DU is also a nice region. Goobergunchia and I do share very similar views politically, so it all really comes down to whether you prefer larger or smaller regions, and a few minor matters of philosophy.

Although we have a preference for regions where not only the delegate but the "general tenor" of the membership meets with the listed criteria, the latter is not a constitutional requirement.

Ms. Googleplex has also checked the charter of the Coalition of Universal Rights, and there is nothing that prohibits us from sharing a region with someone the Coalition regards with hostility. We must warn The White Party that there is still some possibility of conflict, and ask that Qaaolchoura understand. I am not aware of existing plans on the part of the Coalition to take any action against The White Party at the present time (and Gurthark does not engage in unilateral military action or diplomatic sanctions), so this is entirely a matter of *potential*, rather than imminent, concern.

We gratefully accept Qaaolchoura's invitention to join the Friendship, and will move there today. We also thank Goobergunchia and those regional representatives who contacted us via telegram; we hope they understand our strange constitutional requirements and hope to maintain friendly and mutually beneficial relationships with them in the future.
