OOC: I'll start with just the factbook entry here. In the near future, I'll add some more in-depth information, including bios on major characters and some elaboration on many of the things mentioned here, including an in-depth look at the various special forces units serving.
I understand that some may consider my GDP to be godmodding. However, I think that, considering that there is a nation with a $45,000 GDP per capita, the idea of the US being the top, or even all-consuming, is a little off. So I base mine with the US being Thriving. I can always use another number if necessary in specific RPs, as it takes only seconds with a calculator to do everything, and no more than a few minutes with paper and pencil, but this is how I prefer to have it in general.
Also, for those that don't know, Felinoid is a general term for all cat-people, including were-cats. Caninoid is, not surprisingly, dog people. Fox people are included here as foxes are wild dogs.

INTRODUCTION
Clan Smoke Jaguar is a large southeast-asian nation within Indonesia. The nation was founded in 1721, and maintains strong oil mining and manufacturing sectors. However, the economy does suffer from high military spending, which is almost 9% of the nation's GDP, but due to the massive mining and manufacturing sectors, unemployment rates are relatively low.

We find our friend and trading partner's government to be very close to ours: a military dictatorship. Only that the military governs the Republic, which is a democracy.

A closer look at the government:

The official head of the government is the Khan, which is an elected official who remains in office until death, or until the individual voluntarily steps down. The second highest official is an elected saKhan, who's job is to oversee issues that don't warrant the Khan's direct attention. When a Khan leaves office, the saKhan takes over leadership, and elections are held. These elections are usually for a new saKhan, though it is not unheard of for a saKhan to request that the elected individual supercede him/her and be granted Khanship, which is perfectly acceptable. Both the Khan and saKhan generally have free reign to make any decisions they see fit, with the Khan being the higher authority. The current Khan of Clan Smoke Jaguar is Erica Kabrinsky, and the current saKhan is Jason Vanderhort.
There are some limits imposed on the Khans, and a majority decision by the Officer's Call and High Council can overturn any decision not endorsed by both. Any decision endorsed by both Khans requires a 90% majority to overturn. In addition, the High Council can forcefully remove a Khan from office through impeachment, but this requires a unanimous vote and has never been done.

Directly assisting the Khan and saKhan are the cabinet members, which are appointed by the Khan. However, it is preferred that members of the cabinet be chosen for their abilities rather than political consideration, and many Khans have been known to keep the previous cabinet in place and only call in replacements when necessary. As the cabinet has little power outside advising the Khan and saKhan, this doesn't do much for the political situation anyway.


The legislative branch is headed by the High Council, which consists of all officers of Grade O-8 (Major General/Rear Admiral) or above. As every state, and several provinces, have a full Militia Corps division, there is at least one member from every major territory, with only 5 territories lacking such a representative. The High Council takes care of the major decisions that aren't made by the Khans, and aside from the Khans' veto power, has a free reign.

Below the High Council is the Officer's Call, which is a lower legislative body that consists of all officers from Grade O-6 (Colonel/Captain) to O-7 (Brigadier General/Lower Rear Admiral), as well any enlisted personnel of Grade E-9 (Sergeant Major/Chief Master Sergeant/Master Chief Petty Officer). The Officer's Call deals with more minor issues and helps to check the higher legislative bodies.

As can be expected with this method, the Federal Government prefers to avoid doing too much legislation (usually a good thing), and things are also kept much simpler. On the down side, as many officials can't be there during an emergency meeting, it often takes quite some time for the minutes to get around to those who can't, and for them to return with their reply or vote.


Judges are appointed by the Khans, and approved by the High Council, and serve until one of those groups decides to dump them, or they die or step down. Whichever comes first.



As can be expected with this system, state and local governments actually have significant freedom in legislation and operation, and there is a great deal of variation among the operation and organization of the various state governments. However, should things get out of hand, the Federal Government will step in and remove the local group without hesitation, and exorcise martial law in the area until a more effective government can be put in place.



One thing that should be exceptionally noted is that religion has no place in government thinking. That is to say that religious beliefs are held as a private matter, and such ideas and values should not be forced on others. One by-product of this idea is that there is no legal institution of marriage in Clan Smoke Jaguar. Ideas like polygamy and homosexual relationships are perfectly fine, and if a couple wants to get married, that is entirely a religious affair, with there being no interference from the government. This makes getting married in Clan Smoke Jaguar far easier than in many other nations, and it's a popular destination for couples that wish to avoid any red tape.

Notes on unit types:
Active Units are full-time front line forces. These represent those that may be called upon for global deployment, as well as primary border guards. Due to their mission, active forces contain most “lifers” and have the highest training and equipment standards of all line units.
Reserve Units are just one tier below active ones. These troops are still usually full-time military personnel, but spend a great deal of time helping with civilian projects like construction and disaster relief, cutting into their training time and funds. On equipment however, they are just as well off as the active troops. These personnel may also have part-time jobs outside of the military. Many reservists are individuals who washed out of training for active forces but passed the less extreme reserve training.
Militia Corps Units are the weekend warriors. With the exception of senior officers and NCOs, they are mostly people with other jobs that come for training a few times a month. These units are entirely home defense forces and will not be deployed overseas. They’re not as well equipped as the higher troops, and have some rather outdated systems. All members of a militia corps unit are recruited from the same state or territory, and they form the local defense forces. Again, there is a high proportion of wash-outs and retirees from the active and reserve forces.
Militia are privately organized and operated units that have pleged to support the regular forces in times of conflict. These have the lowest level of equipment, as all is privately owned, and are much smaller, rarely being over a battalion in size. However, the sheer number of these units is staggering, and many are led or trained by former combat troops, so they may fight better than one would expect.

Armies are the largest organiztional units in Clan Smoke Jaguar, and consist of 1-3 corps, along with some additional support units.
Corps are large units consisting of 3-4 divisions and an additional 2-3 divisions' worth of support troops, including cavalry, artillery, and numerous logistical units.

Armored Divisions are tank-heavy combat units, and have 5 tank battalions backed up by 4 mechanized infantry battalions. These form the core of Clan Smoke Jaguar’s mobile strike forces.
Mechanized Infantry Divisions are equipped with 4 tank battalion and 5 mechanized infantry battalions, and are slightly less powerful, but better equipped to fight in more restricted terrain.
Urban Combat Divisions make up a small core of elite units trained and equipped specifically for city-fighting, and have 3 battalions of Merkava tanks backed up by 6 mechanized infantry battalions equipped with Nova Cat IFVs.
Airmobile Divisions are heavier heliborne units that have a large helicopter force permanently assigned. In addition to an extra aviation brigade made up of transport helicopters, they have an attached aviation regiment at the corps level. These units are used to make rapid assaults behind enemy lines, yet still relatively close to friendly support.
Light Armored Divisions and Light Mechanized Infantry Divisions are equipped with Stingray light tanks and LAVs, and operate as Clan Smoke Jaguar’s mechanized amphibious assault forces. As such, they’re generally considered elite troops.
Airborne Divisions are light paratroop units that can be deployed by helicopter or aircraft. Like airmobile forces, they’re used to strike behind enemy lines. Unlike airmobile units, however, they usually go much deeper, where they must operate on their own for extended periods. As such, these are considered elite units.
Mechanized Airborne Divisions are similar to regular airborne in role and status, but are equipped with 3 battalions of Kit Fox light tanks and 6 battalions of Stormcrow IFVs to provide a stronger, more mobile force. As with regular airborne, these are considered elite units.
Light Infantry Divisions are the final type that’s usually classified as elite. These units are much smaller than normal divisions, with only 2 combat brigades instead of 3, and many of the support elements are similarly cut down. These units are deployed via helicopter, truck, or landing ship, and are the lightest, and thus most rapidly deployable, units in Clan Smoke Jaguar.
(Heavy) Infantry Divisions are the most powerful non-mechanized units. These have organic transport in the form of trucks, and maintain many of the heavier support equipment used by mechanized forces. These are used primarily for defensive purposes.
Leg Infantry Divisions fall between Light and Heavy infantry divisions in strength. They have similar power to airborne and airmobile units, but without the training and deployment features, and these units have no organic transport. These are often used as garrison forces for fixed installations.
Militia Infantry Divisions are the lowest tier. They have only modest support assets, and are generally lacking in heavy firepower.
Armored Cavalry Regiments make use of faster tanks and IFVs and act as scouts and screens for heavier forces.
Light Cavalry Regiments replace the MBTs and IFVs for light tanks and airborne IFVs, and support lighter units.
Reconnaissance Brigades are the corps scout forces, and are made up of one force recon battalion and 3 armored recon battalions. These have their units split up and assigned to the various divisions as needed, and provide forward reconnaissance.
Anti-tank Brigades are armed with ATGM vehicles and assault guns like the EFOGM and Ontos II. These generally have one each of assault gun and ATGM battalions.

Rangers are elite airborne/airmobile light infantry forces, and are used to make probing and diversionary strikes, as well as rapid attacks against key targets. These are classified as special forces troops.
Force Recon is considered to be tactical special forces. All members of Force Recon battalions are recruited from their parent corps, and they’re the only special forces that are permanently attached to line units.
Army Special Forces represent a broad range of units for use in guerilla warfare, counter insurgency, intelligence, anti-terrorism, and a host of other missions. These are also the units that would be sent into foreign nations to train guerrillas and freedom fighters (never terrorists :wink: ).

No one else would know this, but actually, all of them have been upgraded. M60s to Sabra and M60-2000 (won't say how many of each), and M48s to a similar standard whose existence is kept secret. For further disinformation, a number of units are officially stated as having the older models, just to provide a fun surprise for invaders :D
****MLRS are used by Armored, Mechanized Infantry, Urban Combat, Light Armored, Light Mechanized Infantry, and Heavy Infantry Divisions, as well as corps artillery brigades attached to these forces. All other division types and associated artillery brigades use the HIMARS. These same division types are also the ones that use the M121 SPM.
The LOSAT II is used by all divisions but Armored, Mechanized Infantry, Urban Combat, Light Armored, and Light Mechanized Infantry.
The LW 105 is used by Airborne, Airmobile, Light Infantry, and Leg Infantry divisions. Corps artillery units attached to these use LFH 155s, as do Mechanized Airborne divisions.

Some Notes on Unit Types
Air Forces are the largest organizational units. These are normally specialized for Fighters, Bombers, Transport/Refueling, reconnaissance, training, electronic warfare, etc. In addition to the air wings, they will have additional ground support wings which provide maintenance, security, etc. Total number of personnel in these ranges from 5000 to over 20,000, depending on the number and type of units assigned.
Groups are organizational units that are roughly equal to, or greater than, air wings. They are usually ground support units, but such units may be organized with aircraft in some situations.
Air Wings are organizational units roughly equivalent in manpower to a brigade (1000-6000 personnel). These units are often homogenous, but some that might be sent overseas in small-scale deployments may have mixed units. Air wings represent the full combat, transport, and support aircraft operated by the Smoke Jaguar Air Force
Squadrons are the second-smallest deployment unit, and are made up of anywhere from 2-24 aircraft, depending on type. These are generally the equivalent of a company or small battalion, with 100-500 personnel attached. For combat aircraft squadrons, a number of the aircraft assigned are actually spares and trainers, which are combat capable, but generally not used unless attrition dictates. Fighter and Strike aircraft squadrons have 25% (6 out of 24) of their aircraft in this category, and bomber squadrons have 45% (5 out of 11) of their aircraft as reserve.
Flights are the smallest units that are deployed, and consist of 1-6 aircraft. They have no attached personnel other than the aircrew.

Para-Rescue Jumpers (aka PRJs) are elite units whose job is to rescue downed pilots and small units. These units are inserted in operations where the exact location of the pilot is unknown, or a normal extraction cannot be made. Individuals from these units are deployed on all SAR helicopters. They then link with the pilots and guide them to a pickup point. Due to their mission, they must all be qualified medics, and many are also excellent at combat and evasion tactics familiar to traditional special forces.
Airborne Special Forces are the Air Force’s equivalent to the standard troops used by the army. They perform many of the same missions, but specialize in airborne insertions and extractions.

*UAV Air Forces have an equal presence of both AUAVs and RUAVs, so could be considered as either combat or support units (they're considered combat). Similarly, composite air wings have a decent number of support units as well, as do bomber forces. Finally, Tactical Jamming (Electronic Attack) units are considered combat formations as they carrier ARMs and fly directly into harm's way.

NOTES ON UNIT TYPES:
Active units are those that can be expected to be operating around the world during peacetime. These ships are deployed on a rotational basis, and generally about one third of them are in port at any given time. Deployment lengths depend on the specific unit, with carrier groups and nuclear submarines going up to 6 months, most other major warships going 3-4, and smaller vessels operating for a few days or weeks.
Reserve units are ships that are maintained as ready to deploy, but only go on occasional cruises to maintain operational status. At any time, generally about one sixth of these are out at any given time.These are naturally far cheaper to maintain than active ships.
Militia Corps units are comprised of a number of different groups. The largest is the shore defense forces, which operate shore-based antiaircraft and antishipping batteries to protect harbors and the coastline. They also comprise of naval infantry formations that are the first line of defense against an amphibious landing, and also provide port security. The second largest group is the Coast Guard, which operates a large number of patrol and search-and-rescue craft. Additionally, there are a number of logistics units that help out, as well as a few squadrons of LSTs, as well as maintenance for any mothballed fleets.
Militia forces include large numbers of organized troops in coastal areas that could be expected to help hinder or repel an invasion, as well as all crews for most cargo vessels, which can be called up by the CSJ high command to help provide logistical support for overseas deployments.
Naval Infantry & Coastal Defense forces are something that should also be noted. Generally organized like army units, these defend ports and beaches from attack. Though most are militia and militia corps, there are a number of active and reserve units as well. These operate over 4000 air defense batteries and 1700 shore-based naval gun turrets, as well as over 3200 shore-based antishipping missile launchers, and also provide large groups of naval infantry, some of which fill the security role served in other nations by shipboard marine detachments.

Fleet Commands are the largest organizational units, and are made up of one or more fleets, and boast at least 200,000 personnel each. They’re equivalent to an army in size.
Fleets are large organizational units, and consist of numerous groups and squadrons, with thousands of personnel. These are generally equivalent to Divisions or Corps in size.
Task forces are ad-hoc units that can range in size from a squadron to a full fleet. However, after their mission is completed, they will be split back up into their parent units.
Groups are forces of similarly tasked squadrons. Though not quite homogenous, the only ones that are truly mixed are the Carrier Battle Groups. Large shore formations also exist. Generally, these are equivalent to a brigade in size, though carrier battle groups and amphibious groups are much larger and are equivalent to a small division.
Squadrons are organizational units consisting of a few ships, usually 2-8. These will usually all be of the same type, but some will have different classes that have complementary roles (ie Air Defense and ASW escorts). These are also how many shore formations are organized. These are equivalent to battalions in total personnel.
Detachments are sub-squadron units either operating independently or with a larger unit. The most common examples are the helicopters carried by escort vessels, which are taken from larger squadrons of 18 aircraft. This would also apply to a group of one or more ships from a naval squadron that are deployed independently.

UDTs are units that are sent in prior to landings as to survey the landing beaches and clear out any obstacles. As such, a great deal of engineering and mapping knowledge is required, as well as a high degree of stealthiness. Unlike most other special forces, these are primarily engineering troops, and do not participate in operations where they’d be required to operate on land or see combat. However, with their knowledge of demolitions, they have been occasionally known to swim into harbors and strike at ships in port.
Naval Special Forces are the Smoke Jaguar naval commandos. Though insertion could be any of a number of methods, these units usually exit by water. Their role is similar to Army Special Forces, but they rarely train indigenous forces, and they always operate in coastal areas, where they can get to water quickly. These are the units that would be sent to oil rigs, harbors, and ships in the open sea.

*These ships are all of Western Asian design, though some systems may be upgraded to keep them viable. Larger vessels were originally purchased has highly survivable carrier escorts, but most have since been placed in reserve as newer and more capable vessels became available. The smaller corvettes and missile boats were the mainstay of the fleet until Hydra and Wyvern units became available. With the last wave of new vessels, only the frigates remain in service. All others have been decommissioned, but are still retained in that state.
**Oliver Hazard Perry FFGs are being phased out of service as the newer frigate designs are coming in, but still haven’t been replaced completely.
***The Werewolf Corvette is based on the Israeli Saar V design. Similarly, the Chimera SSBN/SSGN is based on the Ohio, and the Pegasus II is an upgraded version of the original USN Pegasus Attack Hydrofoil. The Sculpin SSN is a highly modified Los Angeles Class unit that’s almost up to the Virginia in capability.
****The Victory (IMP) is a remodeled Victory class submarine with a hydrogen fuel cell system replacing the old power plant, though it has only half the endurance of the Conqueror.
*****The air arm is organized in the same manner as the CSJ Air Force. The only difference is that fighter/strike squadrons are smaller and do not contain training or reserve aircraft (necessitated by the limited space on carriers), so all reserve craft for the wing are held and maintained by an oversize replenishment squadron, while the combat ones have only half the total aircraft as their air force counterparts.
As with the Air Force, the numbers given for the units are approximations.
Finally, the number of aircraft listed as being on the carriers and other ships reflects the average deployments. They could be slightly different, or extremely so in the case of helicopter ships, due to operational requirements.
******The MH-104 is much smaller than the MH-102, and is operated by ships that don’t have as much hangar space. Currently, Hunter frigates, Junyo BBLs, and Tarantula LCS vessels are the only ones that use them.

OOC: This post is primarily an OOC post, and gives much more information than anyone else could ever hope to have. Almost everything here is so secret that it’s unknown outside of the highest echelons of the Smoke Jaguar government and military, well, and the LAST Teams. All any other nation could expect to know is that these are extremely high level special forces that are almost never deployed, and are more secretive than most similar forces. You might have a little more information, but it wouldn’t be entirely accurate and would be based more on supposition than hard facts.


SPECIAL PROFILE: CLAN SMOKE JAGUAR LASTS
As has been shown already, Clan Smoke Jaguar has numerous special forces units, with each being attached to a service. However, in addition to those, there is an ultra-elite force that has personnel recruited from all Army, Navy, Air Force, and Militia Corps personnel – the LAST Teams.
The LAST forces amount to a mere 1200 personnel out of some 30 million, or only one out of every 25,000 soldiers. LASTs are quite different from other special forces in numerous respects, including role, organization, operation, and training.

Training
Due to the nature of the force, getting into a LAST team is extremely difficult, and over 99% of those who try will fail. However, for those who wish to try, the first step is application. As with most special forces, all LAST candidates are volunteers. These are either people who want in and think they have what it takes or those who have been recommended and accepted the offer to try out. The application process includes intense scrutiny of the individual’s background as well as physical and mental fitness. A significant portion of the applicants are rejected here due to physical or mental considerations, and a few more will be dismissed because their background didn’t quite check out. Finally, some will be rejected because they’re either lacking in a required skill or don’t have any special skills that might be needed. These rejected applicants are not counted towards that 99+% dropout rate.
After this, it’s off to a rigorous training cycle lasting 8 months. This is akin to most special forces training, but goes much further and is significantly harder. In addition to those who simply drop out, there is a high casualty rate and a number of candidates will be expected to die during the process. Dropouts can be voluntary or by the discretion of the training staff.
For the few that make it through the training, it’s still not quite over. Now they have to convince the members of the teams with openings that they actually have what it takes, and they will be selected based on performance, knowledge, and special skills. For the handful that are selected, they will be integrated into a team which will handle all further training from there. For those who make it through and are not selected, there are two primary options: either they can return to their original unit, or (assuming they weren’t in one to begin with) they can opt for any other special forces unit and be pretty much guaranteed to get in. All of them will also be invited to try out again should an opening occur again, though they’ll have to go through the whole process again.
Once in the team, training never ends, and all team members spend most of their service time training, with only an occasional deployment. LASTs are rarely used.

The Team
A last team is a completely independent unit consisting of two 8-man squads, for 16 combat personnel, and also has a 4-man support section, for a total of 20 men. The squads are further broken down into 4-man sections, which each have two 2-man fire units, which are the smallest deployment that a LAST can have. Each team member has a specialty, with the exact mix varying depending on the team. In addition, all personnel are at least trilingual, speaking English, German or Japanese, and at least one other language. The support section is not divided down any further, and the troops in there are tasked with every level of support, including at least 2 qualified helicopter pilots. In addition to the support role, one or more of these individuals may be deployed with the combat unit to fill in for casualties that haven’t been replaced, necessitating that all of them have the same level of training as the combat troops. Teams are designated after either the Greek or Military Alphabet, and each team has its own code-name theme. Unlike other forces, LAST Teams do not have an official hierarchy. Once an individual makes it in (s)he becomes a team member, and is regarded as an equal to everyone else. There is a designated leader for each team, but that’s chosen by the team and is usually the most capable individual. Still, most decisions are made through consensus rather than an arbitrary command.
There are 55 LAST Teams in Clan Smoke Jaguar, plus 100 rear support personnel, which, again, will provide ad-hoc replacements if necessary. Each LAST Team has its own specialty, and is organized and trained to take advantage of that. The 55 teams are also divided into three main groups. The first is the 24 “Primary” teams. These are the combat units that operate much like normal special forces units. These teams are designated by letters from the Greek Alphabet (Alpha, Beta, Lambda, Kappa, etc). The second type also consists of 24 units, and are referred to as “Secondary” teams, and they consist of personnel additionally trained for espionage and deep-cover operations. They often operate more like spies than special forces troops, and are named according to the Military Alphabet (Charlie, Sierra, Yankee, Zulu, etc). The final group is 7 aviation teams, which primarily provide transport and aviation support to other units, but can easily act as ground troops in a pinch. They're designated after predatory birds.

The Personnel
LAST personnel are generally referred to as “Team Members” or “Agents” rather than the more common terms, and the individuals are always referred to by code names, which are based on a theme that’s unique to each team (for example, all members of Team Sigma are named after gemstones). Once an individual enters the LAST community, they are severed from their former life, and they are officially declared to have died in training. Naturally, this is only a single example of the extremely tight security. Family members and dependents can be looked after in two ways. The first is through a government support program for families of dead soldiers. The second, for those that the team member thinks should not have to cope with his/her death, is to have them moved to one of several designated communities (usually ninja clans), where they will be taken care of and guarded, both from attack and spilling secrets. Over 90% of LAST personnel actually hail from ninja clans, where the second measure is used by default.

Deployment
Deployment of LAST personnel is authorized directly by the Khan, though the high command is usually informed of these deployments so their own operations don’t come in conflict. Each team is a separate entity, and has no attached units, nor any command between the team and the Khan. They do not take orders from the military staff-something that many higher ranking officers don’t like, and their requests usually carry the same weight as one directly from the Khan.
Deployment is usually on the team level, though squads and sections are occasionally sent alone for smaller operations. Though it has been done, fire unit deployments are exceedingly rare, to the point of being virtually nonexistent. Additionally, there are rare occasions where multiple teams will be deployed together. When this happens, the teams will come together to elect a coordinator and assistant coordinator, which will act like joint commanders. Occasionally, these units will be deployed undercover within the CSJ military, in which case their given cover names and ranks according to their team, but with enough weight to issue any orders they need to.
Actual insertion and extraction is usually done by those tasked with taking care of regular special forces for the primary teams, and the secondary ones usually come in through normal civilian means, with equipment smuggled in or purchased on location.

OOC: This post is also generally OOC. The information here is not exactly a closely guarded secret, but the nature of the ninja clans themselves dictates that much of it would not be known. However, some of this is official policy, and the rough estimates of the number of ninja and clans, as well as many of their roles and benefits, might be known.

CLAN SMOKE JAGUAR’S NINJA
Clan Smoke Jaguar is often considered to be the second home of the ninja. With over 1,200,000 individuals in 40+ clans, this is not entirely surprising.
Clan Smoke Jaguar’s ninja date all the way back to the late 16th Century, when the survivors of the Hyuga and Komori clans fled after their defeat by Nobunaga Oda in his unification of Japan. These are now among the most prominent clans in Smoke Jaguar today. As time progressed, numerous other clans came to be based in the area, either in whole or in part. Initially, these were clans fleeing the wars that engulfed Japan in the late 16th and early 17th centuries, and later those fleeing purges aimed at ninja. When Clan Smoke Jaguar was founded, it was agreed that the ninja clans would be given a free reign to govern themselves, and would have a number of other benefits. In return, the ninja were only asked to supply warriors for Clan Smoke Jaguar’s military and intelligence forces. Due to the freedom and protection provided, dozens of other clans came to Clan Smoke Jaguar over the next 3 centuries, bringing them up to the astounding number found there today. In addition to the immigrant clans, several groups have split off from larger ones to form their own clans, and a few were founded by the foreigners.
The benefits that are given to the ninja clans are quite notable. For one thing, the members of the clans pay no taxes, and, as they are pretty much completely self-contained communities, this means that the government receives no money from them. Despite this, they reap the benefits of full citizenship, and are also given large plots of land in secluded areas. In addition, several ninja clans are privy to a great deal of information from the Smoke Jaguar intelligence community, and are free to sell that so long as it doesn’t interfere with Clan Smoke Jaguar’s own security or operations. Finally, when a ninja gets into a LAST team, the clan leadership is informed and is allowed to retain full contact with their member.
As one can see, they are given quite a bit, but the return is significant. Tens of thousands of ninja are employed in the Special Forces and Intelligence communities, where they make up some 60% of all special forces personnel and a significant portion of intelligence operatives. In addition, over 90% of Smoke Jaguar’s LAST operatives are ninja. Ninja clans also provide security, with individuals who need protection or watching being taken care of there.
As far as ninja go, only about 20% of all members of ninja clans are qualified as warriors who would go out an fight. The rest can do so, but are needed as farmers, mothers, and weapon smiths. Of those that are sent out, about 50% are lent to Clan Smoke Jaguar. Though their ultimate loyalty is to their clan, they will usually not do anything that would hurt Clan Smoke Jaguar.

There are a grand total of 45 clans that are based at least in part in Clan Smoke Jaguar. These are the: Koga, Iga, Shikima, Takeshi, Kaiju, Azuma, Hattori, Ichinohei, Hiruko, Yoshimoto, Arashikage, Masaki, Kuroki, Schruder, Kruze, Kasumi, Ryaku, Chimon, Choho, Akimichi, Kurokawa, Higa, Bushinryu, Hokage, Byakuro, Sasaki, Fuma, Oboro, Tokage, Komori, Mochizuki, Miroku, Uchiha, Mugen, Hayabusa, Hyuga, Hagakure, Sanada, Shitake, Kimon, Hiruko, Kurenai, Yoshimoto, Takeda, and Kabasa (didn’t expect me to list them all, did ya?). The three most prominent of these are the Kaiju, Takeshi, and Komori Clans, while the largest are the Koga and Iga.

*These include nasty things like BZ, Carfantanil, and Halothane. They're primarily used to incapacitate, but can easily be lethal, and frequently cause hospitalization (which makes them often far more valuable than regular chemical agents - one wounded solder is often worth several dead ones).
On a note, the incapacitating agent used in the Russian hostage rescue in 2002 was likely Carfantanil, and killed over 100 hostages, while hospitalizing the rest for over 48 hours.



OOC: The nuclear force is definatly not something to sneeze at, but certainly nothing spectacular. The US topped at 20 gigatons, and the USSR at 30, so this isn't really all that much.
The chemical arsenal on the other hand, is quite large. And the quality of the agents is very high.

That depends.
A US armored division would have 550 primary armored vehicles, with 9 battalions of 58 (5 tank, 4 IFV), and 2 armored cavalry troops of 14 (1 tank, 1 IFV).
This is reduced to 424 (cutting a company 14 off of each battalion) in the Force XXI structure, supposedly making up for the number loss with better systems.

A soviet armored division would have 381 BMPs, 443 tanks, and a number of support units with BTRs, BRDMs, etc.

Special Profile: LAST Team Sigma (OOC)
Sigma is regarded as one of the best among the Smoke Jaguar LAST Teams, and specializes in tracking, countering, and eliminating special forces units, including commandos, A-Teams, snipers, and sappers. Sigma is one of the teams that gets first pick for new recruits, and has some of the best funding of any team, to go along with their exhaustive training. Training for this unit is extreme, and includes operating as an opfor for lower echelon special forces, and occasionally other LASTs. In these training missions, Sigma has yet to be defeated.
The team's code name theme is gemstones, and the leader is Sapphire. Second in command is Topaz.

Personality: Sapphire is almost always serious, and often comes off as rather cold to others, especially civilians. Despite being in one of the most important positions in Clan Smoke Jaguar’s special forces, she is still an enlisted soldier, and a field operative at that, and remains uncomfortable when dealing with senior officers. She will, however, do a good job of hiding this if the situation requires, and can come off as quite polite and friendly if need be (she does despise doing this though).
Misc: Sapphire is a member of the Kaiju Clan, and she is naturally a master of the Kaiju style of Ninjitsu. In addition to being a phenomenal hand-to-hand combatant, she is well versed in a number of weapons, and is regarded as a master of the kama, kusarigama, and manrikigusari. For more modern engagements, she’s known to use either a Calico M960 SMG (she reportedly likes the large 100 round magazine), or her customized AMP DSR-1 sniper rifle. The rifle is the most notable of her weapons, and is a specially customized weapon for even greater accuracy than the base model. The weapon is chambered for the .338 Lapua Magnum round, and reportedly cost a whopping $25-30,000. She also uses special ammunition (which costs twice that of the standard .338 round), and her weapon claims an accuracy of well under .2 MOA, with some reports putting this at below .1 MOA.
Sapphire is regarded as one of the top members in history, and holds the record for the youngest individual to enter the teams, joining while she was still only 18.

However, her strong personality and desire to join meant that no one could really stop her. Though an excellent fighter in her own right, Diamond excels as the team medic, and was recruited from the Air Force Pararescue Jumpers, which also means that she’s a qualified jumpmaster. Diamond was trained as a Kunoichi, and is well versed in more easily concealed or misleading weapons like the nekote, and kakute. Her choice of a fukiya (blowgun) for melee combat may seem a little odd, but this small tool can turn into a deadly weapon in her trained hands, with the small, but strong, frame being used to block enemy attacks and deliver devastating jabs.

She’s also interesting in that she comes from a clan of renowned sword smiths, but relies on a wooden bokken instead. That doesn’t make her any less lethal though, and she knows how to use the heavy wooden sword to inflict crippling wounds on her opponents.

These are a pair Siberian gray wolves (aka Timberwolves) that were taken in by Sapphire some three years ago. They have significant training, and are often taken on missions to act as forward scouts, at least in areas where wild wolves exist. In this role, they are sent ahead of the team to spot enemy positions and traps, and then return to give an outline of the locations. After all, unless there were none in the area, no one would think much about a wolf or two wandering around, so they can scout while right under the enemy’s nose. Though the information they give is not the most detailed, they can provide the team with a general idea of what’s ahead. In addition to the forward scout role, they also act as pathfinders, using their superior senses to lead the team around traps, obstacles, and troop concentrations.
Special note: In more fantasy oriented RPs (those with cat-people, elves, vampires, etc), these two will be depicted as werewolves that operate with the team under the guise of normal wolves. Their true nature being known only to the Khan, Team Sigma, and a few other LAST personnel.

Muffin is a former police dog who was trained to sniff out explosives. Brownie is the guide, and Cupcake is trained as a long-range scout. Cupcake is also unique in that she’s very friendly, and often ends up getting handouts from the very enemy troops she’s helping Team Sigma fight!
