How doyou do it, ive just started playing and people are on about national spending etc... but I cant seem to find any way of altering my sociaty other than accepting options in the issues section :?
There is no way. You just have to RP it :)

You get choices when you make your nation, those are a basis for what happends later. Then you answer the issues you choose to answer, and your nation will change from your answer. And don't worry, if you answer an issue and suddenly you civil rights dive. There are other issues that will repair that mistake, as for spending this will help (http://www.esyn.org/SOTA/NationStates.html) you calculate.
