OOC: This has turned into a conspiracy/coup RP...the first post is background...read on for the good stuff :D

MALDEN - President John Cleese of the United States of Remiesia addressed Congress yesterday and proposed that the nation seek alliances with others.

This marks a major departure in Remiesian foreign policy, since for many years the country has kept to itself and been involved in only a few international incidents. President Cleese cited economic development as the motivating factor behind his decision - Remiesia's foreign dealings have been mostly related to its Military Industry.

"For too long we have relied only on our sale of weapons to enrich our economy," he said. "It's high time to find a group of like-minded nations and move closer to them so that we can usher in a new period of prosperity and security for our people."

Remiesia is geographically isolated from other nations by virtue of inhabiting an island chain in the South Atlantic. While some International Relations experts say this is the reason why Remiesia has not been dragged into wars or conflicts, others say this fact hinders its ability to participate in the world scene.

"We're a big nation; we're a strong nation," said Professor Michael Young of the University of Malden. "This isn't about economic development - of course not. This is about getting out into the spotlight and proving to people that we're a player too! I think it's about time we got out of our islands and started flexing our muscles a bit."

"It's people like Young who will bring this country to its destruction," commented Jennifer Miller, author of the book Foreign Policy in the Post-Nuclear Age for Dummies. If we start sauntering around the world, we're going to catch a smack in the head. There are plenty of people out there who will rip us off and kill our citizens if we give them the chance. We should stay right where we are in terms of foreign relations."

President Cleese moved ahead with his proposal last night and circulated a memo to the leaders of the world.

My fellow leaders,

I have decided that it is in the best interests of my country to seek allies in the world community.

For too long we have sat idly by, content with the profits of our arms sales, and watched the rest of the world destroy itself. You don't have to look far to see imperialists, terrorists and warmongers trampling each other in an attempt to dominate the globe.

I feel that bringing Remiesia into an alliance with other nations will benefit all involved parties in terms of defense, trade, and cooperation. Going it alone is simply no longer an option.

So I ask all of you to consider it - to consider joining us, for our good and yours.

At the present time it isn't clear if the President's proposal will play out, but sources in the Executive Mansion say the outcome of this maneuver will have a significant impact on the upcoming Peesidential Election.

General Aaron Elliot tossed the copy of The Malden Times down on his expansive desk and laughed to himself.

The fool Cleese was incompetent, he thought. He can't even make friends right.

With a sigh, Elliot pushed back the chair and hauled himself up to his full 6-foot-4 and walked to the window, looking out of his office at Fort Larche and surverying the activity below.

Soldiers walked in groups of two or three, apparantly conversing over some document or another; Humvees rolled by; mechanics tinkered with Abrams engines... There were his men, reduced to sitting around and cleaning their weapons while the political misfits in Malden spouted idiotic rhetoric that nobody listened to.

Elliot had formed this damn division - he was the father of the 173rd Armored. Handpicked by the Secretary of Defense because of his hard-charging attitude, he'd trained the men, he'd acquired the equipment, and he'd pulled it all together into the best armored division the Remiesian Army had - but that was on paper.

They'd never once deployed outside the country, and he could tell that even for all the training and discipline, the men were getting soft again. The idiots in Malden only dusted off the military two or three times in the last decade, and the Marines got the call each time. The Marines - a ragtag group of undisciplined chest-beaters.

It was time for action, he told himself with a nod. It was time to kill two birds with one stone and throw those fools out of the capital by force.

He knew he wasn't the only officer who was fed up - Colonel Girard with the 59th Airborne had hinted at similar dissatisfaction during a phone call last week. So there were allies out there, somewhere.

Slowly a mental checklist began to form. Committing anything to paper would be suicide, he thought. This would take time, time and clever maneuvering....but it could be pulled off.

With a half-smile he walked to his safe, dialed the combination, and withdrew a wad of paperwork - force strengths, capabilities, rosters.

The time for action had come.

President Cleese was sitting in his office as an aide knocked once and entered. The young man quickly crossed the carpet and handed the President a single sheet of paper, a sheet which contained the communique from the Omzian government.

Cleese read it as the aide retreated back out into the outer office. A smile crossed his face and he placed the sheet atop a stack of other paperwork.

I figured they'd be one of the first to reply, he thought. For all the knocks they take, the Omzians are a stand-up bunch. He leaned back and stretched, taking a deep breath in preparation for the policy-setting he'd have to start working on soon.

This would shut up those knuckleheads over at the Times!

Elliot was flipping through the news networks on his office TV set when he noticed it - he dropped the remote on the desk and leaned forward, squinting at the scrolling ticker at the bottom of the screen:

Damn! This complicated things somewhat.

He sat back in his chair, furrowing his brow pensively. Nothing was confirmed - yet. There was still time.

He reached for the secure phone and punched in Colonel Girard's number, chewing on his lip as he listened the the warbling tone of the phones connecting.

"Girard."

"Frank - it's Aaron."

"What can I do for you sir?"

Time to set the gears turning...

"Do you remember that conversation we had last week about the President?"

"Remember it well, sir."

"What if I were to tell you it's high time we did something about it?"

With that, the line went dead. Girard pulled the handset away from his ear and stared at it for a moment - Elliot was right on all counts.

But to stage a coup? In no uncertain terms, that's what they were talking about.

He turned the facts over in his mind - a small military compared to the size of the nation, generals demanding more troops and more equipment....a President who hadn't accomplished much and was carrying only a slight majority in the polls...

It could work.

The next morning Elliot drove around the base in his Humvee, having waved his driver away as he got in.

Fifteen thousand men/ He turned the number over and over in his mind, and came to the conclusion that it wasn't enough. Even though the base was located 20 miles from the capital, more likely than not they'd at least have to deal with the Air Force, Marines, and Navy.

There has to be a better way....something that doesn't involve open war between Remiesians...

President Cleese was probably going to sign an alliance with the Omzians soon, a move which would probably lift him up in the eyes of the average Remiesian. Other officers would probably be mollified too - an alliance would open up all sorts of cooperative opportunities with a more advanced nation. The idea slowly formed, pulling together from the cauldron that was his mind.

What is the result when something....unfortunate happens to a nation...the people rally behind the government. They band together and seek the immediate destruction of the foe. What would happen if the government at large were to be incapacitated? Who then would they rally behind?

The first military man to take charge - and that would be me. Me and the 15,000 soldiers I command.


It looked better and better the more he thought about it. Cleese would probably address Congress again to propose the alliance treaty with the Omzians - the President, the Vice President, all the Cabinet members, the Congressmen....they'd all be in the same building at the same time.

If he could eliminate them, or a sizeable portion of them, there would be a power vaccuum. He and his men would ride into the capital and take charge on a "temporary basis." Even if anyone suspected anything, it would take time to rebuild the government, and that would give him time to consolidate his power.

And the best part was that he'd have the total support of the entire Remiesian military, who would be foaming at the mouth to catch the people responsible...who would have to be set up, of course, which would serve as a nice pretext to crush someone.

It was almost too perfect.

Amid a swirl of dust, the UH-60 touched down on the helipad at Fort Dourdan, home base of the 59th Airborne Brigade. One of the cargo doors slid open and Elliot ducked out of the chopper, holding his hat to his head with one hand and carrying a breifcase in the other.

Colonel Girard and some members of his staff greeted him with salutes when he was clear of the chopper, which he sharply returned. The Blackhawk's rotors lazily spun down as the officers boarded a waiting Humvee.

The driver pulled away from the helipad and headed for the Colonel's office, a short drive from the flight line. Elliot made some obligatory kind remarks about the appearance of the men and within a minute or two they climbed out of the Humvee, walked into Girard's office and dismissed the other officers.

When the door was finally shut, Girard dropped into his chair.

"So what's this great idea you couldn't tell me about over the phone?"

Elliot tossed his hat onto another chair and threw one leg over the other.

"I've thought of an easy way we can get rid of them while at the same time making us look like the good guys."

Girard leaned forward, elbows on the desk, and raised an eyebrow.

"How's that work?"

"Simple" Elliot replied, crossing his arms over his chest. "We wait for him to address Congress about this alliance treaty, and when all the lackeys in Congress and the Cabinet are there, we blow the place to hell. Then, as everyone's running around trying to figure out what happend, the 173rd rolls in and takes charge, with help from your Airborne boys of course."

Girard smiled.

"So," the General continued, "we fill the power vaccuum. The people are crying for revenge, the military is out for blood, and we're in charge. Like Caesar, in a way, only our dictatorship is going to be permanent."

Girard scratched his chin. "And how are we going to simultaneously take out every member of the Malden government?"

"Simple - a tactical thermonuclear warhead."

Girard, who had reached for his coffee and was taking a sip, almost choked.

"A nuke? In Malden?"

"Yep - a small-yield warhead that we can get in close to the Capitol. We smuggle it in somehow - in a truck or something. That way it's a ground burst, which limits the damage to the rest of the city."

Girard stared at him. "Where the f*ck are we going to get a warhead from? Unless you've got nuke artillery over there in Larche, we haven't got -"

Elliot cut him off with a wave of his hand. "I've already thought of that. You've just got to open your eyes and look around - how many mercenaries, terrorists, or other nutjobs are selling suitcase nukes, eh? Plenty. We buy one of those incognito, have someone plant it in Malden, wait for the right moment, and poof - no more government."

"So we move in and declare martial law..."

"Exactly."

Girard thought for a moment and slapped a hand on the desk. "This could work!"

"No; it will work. And if we incinerate some Omzian diplomats along with them, what country is going to stop us from starting a mililtary campaign?"

Nobody. It was a rhetorical question, and Girard knew it.

Several hours later, Elliot, in civillian clothes, was walking along a sidewalk in Malden.

The darkness pressed down on him from above, battling with the glow of streetlights, cars, and office lights. A mist hung in the air and a cold, sharp wind blew into his face, prompting him to turn up the collar on his coat.

He shoved his hands deep into his pockets, muttering under his breath as a group of teenagers came stampeeding down the walk at him, causing him to sidestep to avoid them.

Idiots - he had no tolerance for them, especially the morons that were going to be the future movers and shakers of the country.

There was the meeting place - a bar and grille on the corner lit by a green neon sign. He pushed open the door and was immediately greeted by the buzz of conversation, the clink of utensils, and decade-old music playing in the background.

"How many?" the hostess, an attractive young girl, asked him.

"Two - I'm meeting someone."

"Follow me please," she said with a forced smile. He did, and she walked him to a booth against the far wall. Elliot sat facing the door - this way he could keep an eye open for his contact and have some notice if this was a setup.

How will I recognize you? he had asked the person on the phone.

I'll be wearing a black overcoat, the voice had replied.

He had no idea who he was meeting, and as a precaution he had tucked his Beretta automatic into a shoulder holster under his navy blue blazer. The barrel continued to stick into his torso, reminding him that everything could go to hell in a handbasket very quickly - he was playing a dangerous game.

With a sigh, he unfolded the menu with stiff hands and hunted for a steak - when someone came through the door.

His head snapped up instinctively and saw his contact, who made eye contact and started walking towards him.

OOC: Anyone interested in RP'ing the contact? Doesn't really matter to me who it is (man or woman, foreign or Remiesian, etc) as long as it's someone with some sort of ties to a terrorist group who can provide Elliot with a suitcase nuke.

It does have to be a human though :wink:

And don't worry, you're not representing your country with this character.

If it is acceptable to your government, an unarmed EOE strategic transport will convey 3 personnel from the Ministry to Malden to discuss the possibility with the representatives of the Remiesian government.

President Cleese took a look at the piece of paper he'd been handed and scrutinized it.

Wow, these guys are going all-out! This is great! He got up and stretched, thinking about what a huge boost for the nation it would be.

After a moment of hesitation, he reached for the phone.

"Resnick," was the reply when the person picked up.

"Don, it's the President."

"Mr. President, what can I do for you?"

"I need you to get a task force together - we'll be having some VIPs from Omz222 flying in tomorrow and I want you to make sure everything goes smoothly. Security, intelligence checks on any threats, the works."

"We'll give it everything we've got, sir," came the hearty reply."

"Thanks Don," he said, and hung up.

Another aide appeared, seemingly out of nowhere, and handed him the transmissions from the Evil Overlord and the Imperial Navy.

He read them eagerly and kept the aide for a second.

"I'd like you to draw up messages, to be sent to both nations, that we welcome delegates to Malden to discuss their offers. Send that out as soon as you're able."

The aide nodded and left the room.

OOC: okay so now my intelligence people are going to start looking for anything unusual - who knows what they might turn up.

So if someone RP's the contact, then it would be interesting if someone was willing to say the terrorists are located in their country - that way they might discover the shipment of the nuke and alert the Remiesian Intelligence people and this RP would open up.

If the Remiesian government is willing to agree to these conditions, a Remiesian Embassy may be established on Amida Island (just off the coast of Forlorn Hope).

We agree to your terms.

Our ambassador is still picking his staff but we plan on sending 16 Marines, 4 Secret Service agents, and a pair of Chevy Suburbans to the new embassy.

We offer the EOE an embassy in Malden along our new "Embassy Row" (same idea as Washington - no embassies yet though :P). The same guidelines the EOE set regarding immunity, communications and security shall apply. Travel off the embassy grounds, however, will not be restricted in any way.

In espionage cases, any individual with immunity will be expelled, while any non-immune individual will stand trial in a federal court.

If they are acceptable to your government, the three Ministry personnel already in Remiesia will serve as the Embassy staff. 3 Internal Security personnel will arrive for Embassy security by COB Wednesday. His Omniferocity has every confidence in the abilities of Remiesian police to maintain security outside the Embassy walls.

Until a suitable Embassy can be constructed (EOE crews and equipment will be dispatched to accomplish construction, purchasing construction materials locally), the Ministry will lease the top floor of a local hotel as an interim Embassy. Four million EOE Cr (approximately $12 million USD) has been budgeted for the construction and interim housing. Local personnel may be contracted to provide interim staff services until the Embassy is completed.

For the record, EOE Internal Security personnel must comply with local laws when outside the Embassy- this specifically includes laws regarding the carrying of firearms.

Suitable land for construciton of the Remiesian Embassy on Amida Island has already been appropriated. You may use local or Remiesian contractors/equipment/construction materials at your convenience.

Our thanks to The Evil Overlord - our finest hotel is clearing its top floors for your personnel. Until the new embassy is completed, extra security will be placed in and around the hotel (though not on the top floor, obviously).

As for our embassy, an advance team is being sent to survey the plot and come up with a design, at which point we will commission local contractors to begin construction.

We look forward to a long and prosperous relationship with the EOE.

OOC: Okay, it's time for a rundown of what's going on:

On the surface we have this call for new allies and partners. That's open to anyone and everyone who wants to befriend Remiesia.

Now, there is a subplot which I'm trying to develop, but it's going nowhere.

The deal is this: The president is viewed as a weak do-nothing and the military doesn't have much respect for him. So General Elliot decides it's time to bump off the prez and his government - there are other officers in on this as well.

The plan is to buy a nuke on the black market and use it to take out the President, Congress, and some foreign diplomats as President Cleese is addressing Congress about the new treaties.

Then General Elliot marches in, takes command of the capital, and looks like the good guy, when in fact he's making a power grab.

There are spots open for the contact who's selling the nuke, anybody who wants to say these terrorists operate out of their soil, and more after that.
