EOTED Announces Formation of Conflict Resolution Org

As part of the new foreign policy of the Empire of the Eternal Dawn, based largely on promoting global stability and peace, the Empire announces the formation of the Imperial International Conflict Resolution Organisation, based in Nenya, Ma-Nenya, the Empire of the Eternal Dawn.

Providing the latest in secure videolink/trimensional viewing/holovision-based conference systems based on the EOTED 'vastband' Mesh, the IICRO will essentially work as an adjunct of the Imperial Diplomatic Corps, also based in Nenya. EOTED also guarantees that the system is wholly secure, and conversations/meetings in the Imperial Diplomatic Corps International Visual Interface System will not be recorded or passed on to third parties. All conversations are monitored in real-time by the resident sub-sentient semantic artificial intelligence, but all records are purged on a 24-hour basis to protect the users of the System.

Conference systems will be accessible to all, and in-the-flesh meetings will be held (at request) at the Diplomatic Corps compound in Nenya.

The Empire feels strongly that the World Court has no jurisdiction in a legal sense; therefore, we do not acknowledge it in any way, shape or form - in order to maintain consistency, you understand.

And this is all the more reason to create an organisation which is not based on legality, but instead is based on consentual co-operation between sovereign states.

You are misinformed about the World Court – or at least its latest incarnation, the NCWC. The concerned parties must first agree to be bound by the judgment handed down.

In your model, how would you enforce anything once an agreement is reached? By taking someone's word that they would do it?

We would not enforce anything; it is the responsibility of those who reach an agreement to end a conflict or disagreement to hold to their own agreements - unless there is a specific request for EOTED involvement in making sure that, for example, a peace accord is held to, we would not interfere.

The IICRO's prime function is to act as a forum for conflicting sovereign states to air their grievances and resolve them, not to enforce decisions made by those states.

Hence, nothing can really get done since one side can merely leave and the disagreement is left unresolved and objective third parties may not even be sought. But we applaud your efforts nonetheless.

The messenger looks, speaks, acts, and is otherwise indistinguishable from the local (or nearest EOTED national) human population, and hands the letter over only to the correct authority.

We hope soon to add Titan, and eventually the other planets. Such communications could expand the network to diplomats far beyond those on Earth.

A similar message arrived from the Democratic Republic. The government of Knootoss wishes the Empire Of The Eternal Dawn well in this endavour, though it deems cooperation between the New Collateral World Court and the EOTED initiative preferable.
