Almost immediately after the failure of Peeps in Space, the Loserly Peeps space program, massive amounts of funding have been poured into a new colonization program--named "Peeps Down Under". It is an initiative designed to reduce the population and research the interior of the Earth. For years, a massive underwater habitat was in construction. When it was livable, people, mostly construction workers at forst, then scientists, then civilians. Now, hundreds of million of people live in an underwater country, with domed cities designed to resist water pressure. This day has been chosen to announce the project because this is the day that Peeps Down Under becomes totally self-sufficient. It can produse it's own food, and has no need to recieve the supply shipments by submarine that it used to. The president of Loserly Peeps, Jacob Monroe, is expected to give a speech in several minutes.
