The Five Civilized Nations is planning to hold a naval review at the 5CN naval academy at the city of the North Watch. Anyone who wishes to participate will be allowed to send three ships of any type...

The RP will occur when a rogue nation or a terrorist group takes command of the 5CN ships at North Watch and attacks the ships of the countries and takes the city of the North Watch hostage, promising to kill everyone there if the 5CN doesn't ransom 5 billion Nus or about US$20 billion.

The Officer of the Deck buried a grin as he reviewed the orders. Damn! he thought. A real, live, honest-to-God port visit. After spending weeks bobbing around on blockade duty in what had to be the world's most boring war, the crew of Bucellari could use a peaceful visit to an exotic liberty port.

The BMOW's call of, "Attention on deck!" brought the OOD out of his reverie and back to duty.

Captain Konstantin stalked onto the bridge. "All right, Officer of the Deck. What's the word?"

The OOD stepped away from his console and let the Commanding officer read it for herself. "Just received this from Fleet, sir. I was reviewing it as you arrived."

"Very well, Mister Evert. Make sure this gets passed on the 1MC after reveille. We've got four days to get this tub to rendezvous with Argo, Wombat and Tomahawk at Point Abel. After we complete our VertRep, we'll escort Argo and Wombat to the Five Civilized Nations. That gives us two days to make sure this ship is in condition for a review. Do you understand me, Mister?"

"Yes, sir. Anything else, sir?"

"Definitely. We have a alot of ocean to cross. Kick this tub into gear."

"All ahead full, aye, Captain." He saluted the Captain's back as she turned and strode off the bridge.

"Helm! Come left to 310. All ahead full."

"Left to 310, aye, sir. All ahead full, aye."

Powerful engines began pulsing to a slightly faster rhythm as Bucellari surged ahead at 30 knots- a dark, lethal shape slicing through the still waters. The only sign of her passing was the slight phosphorescence of her wake on the moonlit sea.

"Lieutenant, what's our ETA at this speed?"

"Already calculated, Captain. Approximately 51 hours."

"Good work. Boats, give me the 1MC."

"1MC, aye, Captain."

"Attention, Bucellari, this is the Captain. In a little over two days, we'll be pulling in to the city of North Watch in the Five Civilized Nations. To get ready for the Naval Review, we're going to hold a shipwide field day. If any of you expect to get any liberty in port, then I don't expect to find any discrepancies in the Zone Inspections that follow the field day. I'm relying on all Department Heads to ensure that every space is ready for inspection before I walk in to inspect. Get to work."

(( Would it be all right for my Navy to attend as well, since we are supposedly on the same side in a war against Tortuga, my Navy being there is not too far out there, and especially so since I rely on my Navy to reassure my Allies I don't forget them, and that the force may be there to help you deal with terrorist problems, if so the force I will be sending is as follows ))

ANS Athena - Athena Class Aircraft Carrier (45 Aircraft, 12 Rotary, 33 Fixed Wing

ANS Carl Gustav - Arleigh Burke class destroyer

The Athena is the only one with a substaintial Marine force, of about 80 men

The Five Civilized Nations are happy with the turnout for the upcoming naval review. The current nations involved are:

Freedom Country, Sniper Country, The Evil Overlord, The Sword and Sheild, and maybe Chao2 (if it changes the ships it sends).

Berths have been provided for all the ships...

In addition, please let the Harbor Master know of any animosity between any of the countries.

Finally, ahead of the expected Naval Review, the Five Civilized Nations 5th Fleet has steamed out of North Watch. This fleet was originally intended to steam to the Port of Khadim, but the recent hostilities in the Isle of Tortuga, the Fleet has steamed there...

Order will be kept by the 9th Marine Division consisting of 15,000 troops. Any nation that causes any conflicts in the North Watch will be expelled. The Five Civilized Nations do not want to lose its Naval Academy...

His Omniferocity's government is pleased to participate, and our External Security Department is unaware of any difficulties with any of the other participants.

If possible, we would like to allow our crewmembers shore liberty in North Watch. A group of Ministry officials will be dispatched to act as liaison officers with the North Watch civil authorities.

After consultation with His Omniferocity, may I recommend the following temporary Status of Forces Agreement (SOFA), valid only during the actual presence of EOE personnel:

* His Omniferocity's government agrees that any crimes committed by EOE personnel will be adjudicated by 5CN law. EOE legal personnel from the Ministry for Pre-Subjugation External Affairs will be allowed unrestricted access to any EOE personnel arrested and to assist in their defense.

* Any EOE personnel who are accused of crimes in 5CN territory after returning to Dominion territory will be subject to extradition via a 3rd-party court so ruling. EOE Internal Security personnel will transport any to be extradited to 5CN for trial, and Ministry legal personnel will again have unrestricted acccess to the accused and will assist in their defense. The choice of a neutral 3rd party nation for the extradition hearing will be negotiated by His Omniferocity's government and 5CN in the event it becomes necessary. Any damages caused by EOE personnel (in the opinion of 5CN courts) will be paid by His Omniferocity's government.

* EOE military vessels in 5CN territory for the Naval Review will remain soverign Dominion territory, subject only to Dominion law. If the ship's commanding officer chooses to allow ship's visiting by 5CN citizens, any such visitors are subject to Dominion law while aboard. The above listed rules for EOE personnel will apply to any 5CN citizens detained for crimes in Dominion territory.
However, under the circumstances of the Naval Review, His Omniferocity has agreed to allow any 5CN citizens so detained to be immediately turned over to 5CN civil authorities for trial under 5CN law. Any damages caused by 5CN citizens will be negotiated by His Omniferocity's government and 5CN with a mutually-agreeable neutral 3rd party nation.

* EOE military personnel will not enter 5CN territory armed, except with the express permission of 5CN's government and civil authorities.

Please contact me if these terms are acceptable to your government.

The people of the North Watch worked feverishly to prepare for the International Naval Review, with several pavilions provided for vendors from other areas. Many vendors coming from the Borderlands set up temporary stores in these pavilions. Additional pavilions have been set up for vendors from the nations participating in this naval review.

The 9th Marine Division has set up checkpoints around the harbor to ensure maximum security for both the foreign naval personnel and the people of the North Watch.

For the naval review, the Naval Chief of Staff, Alexei Stukov, is expected to chair the proceedings and he will arrive tomorrow aboard the newest Challenger Class SSN.

OOC Damn. I knew there was a reason I shouldn't have made "upgrades" to my fleet. They have a few theoreticly-possible-with-modern-tech things on board, as well as one future-tech device. But none of it is game-breaking... the ships are just more than they appear.

Would it be possible to send two Cherubim-class escorts, TNS David and Laurence, as well as the TNS Ackabar, an Admiral-class pocket battleship?

I really promise that there is nothing that will ruin the power levels of the modern setting.

The Free Land of Tarrican wishes to offer a demostration of her latest generation warships at your Review. We would wish for some areas to be restricted from visitors and for a ban on photography to be in place on board our vessels, but we are willing to be forthcomming on most of there capabilities. With this in mind, could berths be arranged for the course of the review?

As the ships cast off from Port Sarnwog, the crew of the David felt envy for the first time in a while... and they knew the Laurence would suffer from the same effect. Between them the pocket battleship Ackabar drove through the waves with the vigour of youth... her shakedown cruise to show the world what real shipyards could build.

But she had an Achilles heel or two. He air defence was below par to allow her the weaponry to dominate the littoral battlespace, which added to her reduced ammunition capacity led to her being very much in need of the two Escorts that accompanied her... and only that knowledge prevented their crews from going green with envy of the men and women who served on board the Ackabar.

*The ANS Athena sat in her mooring in the FCN harbor, beside her lay the Carl Gustav and the Diocletian. For several days the Athena has sailed from the recently ended Tortugan War (2nd) to FCN, her commander had been hoping for some action around Port Royal serving with Admiral Connor and the Ark Royal but when he arrived it was all over, the base and ships back in Allied hands. Now Commodore Jackson was put in charge of seeing to it that the Allied Navy was represented here.*

*For the past few days of their stay here, the ships had been off-limits to civilians, but following the end of tortugan hostilities the ships were opened up to the public (Excluding the Carl Gustav). Jackson had seen several of the tours going through, cameras flashing, and of course the tour groups were ever-present on the flight deck, some even seeing some of the F/A-18's taking off. He was a bit worried, but the guests were maticulously checked before entering, and escorted by at least two marines, and of course not let into some parts of the two ships.*

*Jackson, though, couldn't help but get bored with the routine, he liked the FCN civilians, and their military he had met was very professional and efficient, but he had not seen any action in the Tortugan War, something he was hoping for. He had a big space to fill as the commander of the Athena group, the former commander, now Admiral Connors, had been commander of the Athena during the First Tortugan War, and had been so accomplished that he now commanded the Ark Royal Battlegroup, considered the most prestigious command in the Navy. Somehow, Jackson had to show he was a capable commander, but this assignment offered little hope.*

The Carrier RCNS Invincible was steaming towards the Five Civilized Nations. Around the large carrier, were two Illustrious class Carriers, the Vindicator and the Avenger. This was detached from the Home fleet in order to display the capacity of the Royal Navy. The carriers formed the core of the fleet, carrying the sword of the Navy, the Fleet Air Arm.

In escort formation, were two Kirov class Heavy Missile Cruisers the Gwenhyvar and the Majestic, and two Duke Class destroyers, the Halifax and the Sydney.

On the bridge of the Invincible, Commodore Aktins sat in the captain's chair silently, looking around the bridge. "Report Lieutenant?" He asked the watch officer, who was standing behind the helm, scanning the horizon with binoculars.

"We are just outside of there terriorital waters Captain." He replied, turning to look at the captain, putting the binoculars down. "Squadrons Four and Five are currently flying air patrol around the battle group. We are now awaiting permission to enter there terriorital waters."

Commodore Aktins nodded slowly as he leaned back in the leather captain's chair. "What about those escort cruisers?" he asked, looking out at one of the Kirov class cruisers.

The commander shrugged a slight bit. "They will remain out of the waters, unless you want to leave the carriers and take them?" He asked, looking at the Commodore who was deep in thought.

"We will take the cruisers, and leave the two carriers." He said, awaiting the orders to head towards the Naval review.

Captain Konstantin sighed. "OOD. Pass the word that I want all Department Heads in my office in 30 minutes. Send my compliments to Commander Desart on the Argo and Lieutenant Commander Phillips on the Wombat and ask them to join me in the Wardroom in one hour."

She turned to the North Watch pilot who'd guided the massive ship in. "That was very well done, sir. Mooring stern-to in a harbor this tight is a lot trickier than I'd expected. My compliments. The Officer of the Deck will summon our Supply Officer to settle the fee."

With a stern glance around the bridge, the Captain stalked out of the pilothouse and down the ladder to the Combat Information Center. After a quick tour of CIC, she walked aft to her In-Port office. The Department Heads began arriving shortly afterwards. Once all were present, she opened the meeting.

"All right, folks. This is the first port visit to the Five Civilized Nations by any EOE military units. As such, we are going to be getting a lot of scrutiny from Mikalgard, and the 5CN folks will be watching us closely as well." Konstantin glanced around the table. "Any action by any member of this crew that brings discredit to the Dominion while we're here will be treated as treason. Is that understood?"

There were several sharp gasps. Treason brings with it an automatic death penalty. The Captain nodded. "I wanted you all to know, and I want you all to make sure that the crew gets the word. There will be no excuses."

Commander Akagi, the Operations Officer, cleared his throat. "Captain, are you sure that you still want to allow liberty parties?" Several other Department Heads nodded.

The Captain smiled. "Absolutely. I actually have a far greater respect for the average sailor and trooper than most of you. They'll be just fine ... once they learn what the rules are. It's your job to make sure that they all get the word."

Everyone at the table nodded. She continued. "I have a meeting with the Captains of the Argo and Wombat, in a few minutes, so let's finish this up. We stay in three-section duty. The duty section will man their stations and stand the normal Inport watches. The off-going section will remain onboard until the turn of the Noon Watch to act as guides and escorts for any official visitors we may receive. Once the Noon Watch is set, the off-going section will be on liberty. No overnight liberty for anyone. Liberty expires onboard at 0200. No exceptions. Everyone will be physically mustered every morning we're here. No exceptions.

Liberty parties will be by maniples. No one goes anywhere off the ship alone- it's too easy to get into trouble that way. The Petty Officer in each maniple is responsible for the actions of everyone under him. Make sure they all know this.

I will be remaining onboard during our stay. The XO will be the Official ship's Liaison Officer. The plant will remain hot, and we'll provide our own power- although other hotel services will come from the pier as usual. There will be no public ship's visits, although there may be official visitors and local brass of various sorts. The Security Officer has drawn up a tour route that will be strictly adhered to. No one will come aboard this ship unless they go through the standard security sweep- that includes the crew."

Bucellari's Bosun, a grizzled veteran of thirty years at sea, raised an eyebrow. "Expectin' trouble, Cap'n, or just bein' paranoid?"

Konstantin nodded to the Security Officer, who stood up. "External Security hasn't reported any specific threats, but they haven't reported much else from here, either. For the past several months, all eyes had been focused on People's Anthill, and less overt threats may have slipped through the cracks. The recommendation from the ES Home Office is to be friendly, but take no unnecessary chances." He sat down again.

Konstantin smiled at him, then asked, "Any other questions?" A chorus of "no, sirs" answered her. "Very well. Take charge of your Departments. Dimissed."

The ship's bell on the Quarterdeck chimed, followed by, "Wombat, arriving. Argo, arriving." Shortly afterward, the Quarterdeck Messenger showed the Captains of Bucellari's escorting ships into Konstantin's office.

She stood, and greeted them. "Marcus, Thomas. Welcome aboard. Let's go to the Wardroom. The Department Heads are all out beating up their Division Officers, so the place will be empty and the coffee is better there."

After the stewards had poured coffee and departed, Konstantin relayed to her subordinates a similar message to the one she'd given her Department Heads. "Any questions?", she asked as she finished.

Commander Desart nodded. "Sir, what about my embarked troops?"

"Same rules as the sailors, Marcus. No liberty parties smaller than maniple size, Non-Coms to be responsible for each liberty party."

"Should the duty section troops be dressed out?"

Konstantin considered for a moment, then shook her head. "No. We're not expecting any trouble, and I'd as soon not cause any, either. Stay at ForceCon 2 for now. Standard shipboard security teams, roving topside watches, the usual. We can change it later if we have to. Anything else? Then thank you both for coming."

On the morning, a trio of SSNs steamed on the surface into the harbor of North Watch. The three SSNs are part of the Five Civilized Nations's new next-generation fleet.

The leading SSN is of the Challenger Class, while the two others are of the new Barracuda Class... The three SSNs stop in the middle of the harbor and waited.

A naval helicopter flies to Challenger Class SSN and picks up the Naval Chief of Staff, Alexei Stukov, bringing him to the docks. Stukov steps off the helicopter and walks over to a podium. His message and the rest of the Naval Review is being covered by the 5CN Channel XX News...

"Welcome friend of the Five Civilized Nations to the first annual Naval Review. We hope that your time here will be both joyous and rewarding. As you know, I am the Naval Chief of Staff, Alexei Stukov. And at my signal, the Naval Review shall begin."

With a wave of Stukov's hand, the three SSNs waiting in the middle of the harbor begins to shoot off fireworks, representing the start of the Naval Review.

*As the Naval Review started, the flag officers of the group were with other nations representatives on land not far from the port, and most of the crews were below decks watching the review, or the few lucky ones got to be on the conning tower of the Carl Gustav which had a live view of it.*

*Some minor routines continued, security patrols were still moving about, and on the deck of the Athena 8 F-25 SeaRaptors were being prepared to be transferred to the Fleet Carrier Invincible (One of my Ark Royal class Fleet Carriers, not the other Invincible another nation is using, and no worries, the group won't arrive until after the RP) when it arrived in The North Watch on it's travels back to Corregidor.*

*Aside from these activities, nothing else stirred on the ships as they sat in the harbor, waiting for the Review to begin in earnest...*

OOC: Ok, before I jump in, I need to know everythgin, ike, airport security, port security, etc. I need to know how to get my guys in, so I need to know full suroundings. Also, I need to know if the ship they take over is gonna be fired on, if it will have hostages, etc.

OOC: There is a Five Civilized Nations' SSN of the Barracuda Class, tied up on one of the berths... It is fully armed with torpedoes, missiles, and what not...

Sorry... I neglected this, too.

I just didn't want to fob it off with a half-hearted line and I never seemed to get the time to post a proper response. Sorry it fizzled FCN, and I appologise for not keeping up with it.
