It says what my military budget is, is that how much I can spend on defence? How much of my total budget should I spend on defence? 20%, 30%? What is a fair number?

Normally a good number is
2-4% if at peace time with a good economy
1-2 if bad
5-8 if preparing for war
10-20 if at all out war.

I just figured out how to use this... wow.... given a 1.5% military spending, I have... lots and lots of stuff. Gee whiz!
