Raysian Constitution Rough Draft [help!]

The following is a rough draft of the Constitution of the Theocracy of Raysia. All are welcome to make suggestions.

1 All citizens are subject to the Authorities appointed by the Raysian Council, carrying a badge of the seal of the Raysian Council of the Twelve, namely Government, Police officers (Mechanical and Human), and in some case Military.

2 The Government can not burden you with the debts of anyone outside of your immediate family.

3 The Government is a hierarchy ruled by Twelve Male Priesthood-Holding Council members of equal power, including one Government President, one Military Commander in Chief, one representative from the church, one secretary of the internal, one secretary of the external, one Director of Business, one Director of Revenue, one Director of Research, one Director of Relations, one Director of the Media Control Agency, one Director of Commerce and Trade, and one Director of Immigration. None are elected, all are called by either each other or by the Leaders of the Church of Jesus Christ of Latter Day Saints in Salt Lake. Overall, God the Eternal Father, His son Jesus Christ, and the Holy Ghost rule over all of Raysia, regardless of whether or not one beleives in such things.

4 We believe that a Council member must be called of God, by prophecy, and by the laying on of hands by those who are in authority, to lead the nation justly in God's name, to preach the Gospel and administer in the ordinances thereof, and to respect the fact that not all citizens of Raysia are of the same faith.

5 Every council member has equal power, and all decisions must be met unanimously. There must not be any indecision or opposition within the Raysian Council of the Twelve. Each Council member may serve until he retires of his own will or until the other 11 council members vote him out.

6 We believe in the gift of tongues, prophecy, revelation, visions, healing, interpretation of tongues, and so forth. Such things shall not be easily dismissed as insanity in the courts of Raysia.

7 We believe the Bible to be the word of God as far as it is translated correctly; we also believe the Book of Mormon to be the word of God. We derive our law from these books, and from revelation from God.

8 We believe all that God has revealed, all that He does now reveal, and we believe that He will yet reveal many great and important things pertaining to the Kingdom of God, more specifically the Theocracy of Raysia.

9 All citizens may claim the privilege of worshiping Almighty God according to the dictates of your own conscience, and allow all men the same privilege, let them worship how, where, or what they may.

10 All people who are suspected of crimes civil and federal must defend themselves in court before a Judge unless they are incapable of doing so. The Judge has the ability sentence you to whatever sentence he feels necessary. Jail time is only in extreme cases, Community Service will be the most common punishment, and the Death Sentence may only be executed after clearance by the Raysian Council of the Twelve.

11 All citizens have the right to be honest, true, chaste, benevolent, virtuous, and to do good to all men. If there is anything virtuous, lovely, or of good report or praiseworthy, you may seek after these things.

Note when I started work on the constituion of the Federated Klatchian States I started working off of the constituions of the United States, Aulstralian, and Swiss confederation.

well am I leaving anything out? this isn't a democracy, so obviously a lot of those constitution ammendments would mean nothing.

Well you can't have a hierarchy of 12 of equal power. That's sort of a loopy statement

You can have a hiearchy ruled by 12 of equal power.

Second, both the church and the council can "call" someone to fill a vacancy on the concil, which means that you could have several 'directors of Revenue all with diffrent agendas and diffrent priorities. So which one is legitamate.

You don't say what the term is of a council member, can they be impeached or if in they are in until the council executes him/her?

What decisions are at Council level and which are delegated, can those powers be delegated? (The consitition of Alabama needs to be ammended for any county government to increase wages to janitors...)

On a side note, Morman nations have never faired well (the Monarchy of Beaver Island for example)

Hmm... all good points... and as for the last one, I've lasted this long :) I just haven't written out the Constitution yet, haven't had the time.

corrections made.

It is meant to be understood that the Council members only handle issues that the lower members in the hierarchy can not handle themselves.

This is only a basic constitution.

Ah you didn't correct the legitamicy issue.....

a) Have the church select the 12
b) Have the other members select them.

Have one group as a back up to the other such as:

A vacancy of the Council of 12 shall be filled by the unanimous vote of the present Council. If such a decision can not be reached, nor reached within three months time, the vacancy shall be filled by the leadership of the Church of Latter Day Saints.

At present you can still have each group appointing one and the constituion is NOT clear who sould be the rightful person for the seat.
