Depends what you're looking for.
If you're looking to strengthen the economy, I would suggest capitalist policies, such as letting your national animal be sold as a main course, cutting taxes, supporting businesses, etc.
If you want civil rights, enact policies that encourage personal freedoms - for instance, accepting nudity.
If you want political freedoms, policies like voluntary voting will help.
If all your ratings are low, it's probably because you're being an evil dictator.

I guess you mean your political rights are low. Always choose the option, which grants most freedom, even if it doesn't always seem to be 'right'.
