1) This is not godmodding. Several nations have done this in the past, namely Russia, Germany, and England during WWII. It's not like they are in active service or anything.

The Nation of North Encarta likes the training your giving your people so we would like to join.

As of now anyone in the nation of N. Encarta entering there first 6 years of collage will have to do military work as to help in the nations army.
This will bring are army from 505,000 to at least 2,522,984...
