The Holy Empire of Neo Earth does not recongize the UN's authority. It is a corrput allliance of nations that tries to control thier members.
So if anyone tries to use UN peacekeepers to keep a terrorist ally from being invaded by me (my War with Terristan) will not work.

Well, let's see, The United Nations has 26,012 member nations and 1953 Regional Delegates and the world contains 75,659 nations so there appears to be a lot more nations that are NOT UN members, somewhere in the 50,000 some odd more non members.

As to the UN controlling their members...well all those who join the UN sign a charter saying they will abide by the decisions made by the UN when they join. If they did not wish for the UN decisions to affect them they would not have joined the UN would they. Also these decisions are always debated before the UN so no one is taken unaware by these decisions unless they fail to partake in the UN discussions. And finally UN resolutions pass into affect only if the majority of active nations agree to the proposal.
I do hope you will respect those nations that choose to join the UN for their decision and not harass them with your belief about the UN.

If they are attempting to stop my war, yes.
I do hope you will respect those nations that choose to join the UN for their decision and not harass them with your belief about the UN.
