Well since I my nation's leaders are unwill to let a territory be independant, they will eventually resort to force to take back the Capitol of Lyran where nationalist forces have attacked Garrison II soldiers and bases and bring power to the G2 motherland. It's not for any sorta puppet military.

Seriously though, I said 'hovering' because it sure looked like the forming of a puppet empire. But I will take Garrisons word that this is not the case for now. And I am not going to Roleplay with a Garrison II that claims to have more inhabitants then the whole goddamn RL planet.

You answered your own question. It makes things lopsided. With extensive reasoning behind it I might be willing to accept it if it doesn't amount to crazyness. (EOTED) but not as a simple declaration.
