Elves Shot In H.E.K.
Early just yesterday morning, a terrible tragedy occured, it happened in the small, North Island town of Waroll, a troup of 10 Militia soldiers was walking down the road on a regular patrol, as is usual in current conditions, and a crowd of Elf children starting pelting them with garbage, it is known Waroll has a heavy concentration of Elves, and many of the older ones dislike the Government, saying they are the ones responsible for the shrinking Elf populace, and also just opposing the methods of Government here in generall, but we didn't expect things to go as far as they did, at first the Elves only pelted the soldiers with light garbage, apple cores, etc... then they started throwing more dangerous things, like rocks, even bricks, other things, the soldiers attempted to calm this situation, but someone in the crowd apparently threw a knife, and it struck one of the soldiers, they responded on instinct, being mostly fresh from training, and opened fire, killing something like 30 Elves of various ages, as well as 5 innocents who were caught in the crossfire.
This is sad. We hope that the differences between the races in Kecha could be worked out. We can act as mediators between the elves and the goverment if you want to.
Also, the Elves of Waroll wanted the Press to make sure that everyone knew not a single one of the soldiers was killed, the one hit with the knife was hospitalized, but none of them was killed in what Warollians are calling a "Senseless bloodbath"

This kind of event is most unfortunate, and we in the Confederacy suggest that the elven leadership in Kecha make their views on the causes of this matter known to the international community.

He snapped the system into standby mode and relaxed. The Raven Guard had a history of being rather subtle, as special forces went in any case, with any luck the Ketchans would never notice them.
The Empress paced again, her mouth twitched, she looked at the Computer screen again "Well, double-check those Intelligence reports, we don't want any unwelcome guests"

How does one usually get into Kecha (esp if posing as reporters)?
How easy is it to get weapons there?
I assume they're likely to find this leader in the ghetto like area the incident took place.
Are elves restricted from travelling to the nation?

#2: Not easy at all.

The families of the slain Elves are now demanding the Militia soldiers who did the shooting be put on trial, so far the Government has refused, stating they were "Acting in slef-preservation, they didn't make anyone throw that knife"
