Due to the increasing number of people getting drunk in this country, starting fights, getting arrested and crowding our few jails, driving drunk and killing others, etc... the Empress has agreed with the advice of most of the various high Government officials that something needs to be done, and has approved the passing of the Hartfelder Act, our version of Prohibition, noone may make, have, our sell any form of alchahol without express permission from the highest levels of the Government, enforcement of the Hartfelder Act has been placed on the shoulders of the KNPD, the KNPD has thus formed the Liquor Authority Division(LAD) to handle rum-runners, bootleggers, etc...

OOC: This could make good RP/story material, that's why I did it.

His Almightyness Jack Ghonan, President For Life of Unulcarat was watching TV. Not much today. He switched to news. He liked to watch himself on tv. That is why anything with him in it was never broadcasted live. After the usual people getting executed and stuff there was a small bulletin about the prohibitions in Kecha. "Hmm...interesting". After the broadcasts had finished he went to the phone and entered a number...

The Scene: Abandoned Warehouse, Central Island.

Time: 12:00 Midnight.


The people in the Warehouse moved the large holding platforms full of barrels quickly, wanting to get their job done before any trouble started, the man in charge of this crew pace near the front of the Warehouse, not to far away from the main doorway, suddenly, a roaring engine was heard, and a KNPD van came barreling through the front door, Special Police began jumping out wielding Shotguns, Assault Rifles, etc... the crew boss turned to run, but was hit with a non-lethal shell in the back of the knee and fell to the ground, an Officer was on him instantly, he heard shots being fired, shouting, and a voice declaring "By order of Her Majesty and the LAD, you are all under arrest for violating the Hartfelder Act!"

"Michael. You watched the news?"
"Yes sir"
"So you know 'bout the prohibitions in Kecha"
"Yes"
"This could make a lucrative deal for us"
"I don't understand..."
"We could smuggle booze there and get wealthy"
"But what if..."
"NO BUT's! YOU DO AS I SAY!"
"Oh and Michael...if you get caught...I don't know you..."

Eddie Dean walked into a dark alley in Kecha, furtively looking behind him. At the end of the alley, a large steel door stood like an angry sentinel. He walked up to it without hesitation and knocked a strange knock.

The door opened, revealing a brightly lit speakeasy inside. Rows of gleaming liquor bottles glinted in the neon light, and several poker tables stood toward the back, surrounded by people. He walked up to the bar and ordered a seven and seven. The bartender hurredly served him, recognizing danger when he saw it.

"Tony around?" Eddie asked.

"He's in the back."

Eddie thanked him and made his way to another door, and after telling a bouncer who he was, he was let into Tony's office.

"The government is going crazy with these random busts," he began without preamble. "I think I've bribed enough cops so that they won't come our way, but these clubs attract attention that we can't afford. We need to move into a strict supply position, and stop selling it directly to the consumers."

"These clubs make too much money to give up." Tony said menancingly.

"Then I can't afford to help you any more. I don't want to get arrested."

"You'll do as you're told!"

"Fine," Eddie said, holding up his hands. He backed out and left the club, heading straight for a Kechian government building.

We are sorry to hear that you have had to prohibit the sale and distribution of alcohol.

We wish you luck in enforcing this pointless-law better than the United States had with it.

The Five Civilized Nations applauds Kecha's decision to prohibit alcohol. If Kecha needs any assistance in breaking smugglers and dealers, it will be immediately provided. In addition, the Five Civilized Nations will crack down on smuggling from within our borders...

Istar is very disturbed by this course of action taken by Kecha as Istar is a land where the wine and ale flows as part of the riches of the Holy Empire.

Zoir: They must obtain a Liquor License, like anyone else who has some reason to have alchahol.

Oglethorpia: No comment.

Fluttergork(It's Kechan, not Kechian): Eddie was just near the local office of the Provincial Government when a group of 12 KNPD LAD Vans went speeding by.

OOC: LEt it be know, it is hard to set up illegal acts here, most of the Citizens are loyal, those who aren't find it hard to spread, it is possible, but so difficult that it discourages most.
